Is then he who is a believer like him who is a Fâsiq (disbeliever and disobedient to Allâh)? Not equal are they.

18-1 This is an interrogative of denial, meaning that with Allah, the believer and the disbeliever are not equal; rather, there will be a great difference and distinction between them. The believers will be guests of Allah and deserving of honor and respect, while the defiantly disobedient and disbelievers will be shackled in the chains of punishment and scorched in the fire of Hell. This subject has also been mentioned in other places, for example: (اَمْحَسِبَالَّذِيْنَاجْتَرَحُواالسَّيِّاٰتِاَنْنَّجْعَلَهُمْكَالَّذِيْنَاٰمَنُوْاوَعَمِلُواالصّٰلِحٰتِ ۙ سَوَاۗءًمَّحْيَاهُمْوَمَمَاتُهُمْ ۭ سَاۗءَمَايَحْكُمُوْنَ) 45. Al-Jathiyah: 21) (اَمْنَجْعَلُالَّذِيْنَاٰمَنُوْاوَعَمِلُواالصّٰلِحٰتِكَالْمُفْسِدِيْنَفِيالْاَرْضِ ۡ اَمْنَجْعَلُالْمُتَّقِيْنَكَالْفُجَّارِ) 38. Sad: 28) (لَايَسْتَوِيْٓاَصْحٰبُالنَّارِوَاَصْحٰبُالْجَنَّةِ ۭ اَصْحٰبُالْجَنَّةِهُمُالْفَاۗىِٕزُوْنَ) 59. Al-Hashr: 20) and so on.
