سُوْرَةُ الرُّوْمِ
Surah Ar-Room (30) — Ayah 48
ٱللَّهُ ٱلَّذِى يُرْسِلُ ٱلرِّيَـٰحَ فَتُثِيرُ سَحَابًا فَيَبْسُطُهُۥ فِى ٱلسَّمَآءِ كَيْفَ يَشَآءُ وَيَجْعَلُهُۥ كِسَفًا فَتَرَى ٱلْوَدْقَ يَخْرُجُ مِنْ خِلَـٰلِهِۦ ۖ فَإِذَآ أَصَابَ بِهِۦ مَن يَشَآءُ مِنْ عِبَادِهِۦٓ إِذَا هُمْ يَسْتَبْشِرُونَ ﴿48﴾

Allâh is He Who sends the winds, so that they raise clouds, and spread them along the sky as He wills, and then break them into fragments, until you see rain drops come forth from their midst! Then when He has made them fall on whom of His slaves as He wills, lo, they rejoice!

48-1. That is, wherever the clouds are, the winds lift them up and carry them away.
48-2. Sometimes by driving them, sometimes by letting them stay, sometimes by layering them, sometimes to far-off places. These are the different states of clouds in the skies.
48-3. That is, after spreading them in the sky, sometimes He divides them into different pieces.
48-4. That is, from these clouds, if Allah wills, rain falls, which makes those in need of rain happy.
