Surah Al-Qasas (28) — Ayah 46

وَمَا كُنتَ بِجَانِبِ ٱلطُّورِ إِذْ نَادَيْنَا وَلَـٰكِن رَّحْمَةً مِّن رَّبِّكَ لِتُنذِرَ قَوْمًا مَّآ أَتَىٰهُم مِّن نَّذِيرٍ مِّن قَبْلِكَ لَعَلَّهُمْ يَتَذَكَّرُونَ ﴿46﴾
And you (O Muhammad صلى الله عليه وسلم) were not at the side of the Tûr (Mount) when We did call: [it is said that Allâh called the followers of Muhammad صلى الله عليه وسلم, and they answered His Call, or that Allâh called Mûsâ (Moses)]. But (you are sent) as a mercy from your Lord, to give warning to a people to whom no warner had come before you: in order that they may remember or receive admonition. [Tafsir At-Tabarî].

بِجَانِبِ bijānibi at (the) side
ٱلطُّورِ l-ṭūri (of) the Tur
إِذْ idh when
نَادَيْنَا nādaynā We called

رَّحْمَةًۭ raḥmatan (as) a mercy
مِّن min from
رَّبِّكَ rabbika your Lord
لِتُنذِرَ litundhira so that you warn
قَوْمًۭا qawman a people
مَّآ not
أَتَىٰهُم atāhum (had) come to them
مِّن min any
نَّذِيرٍۢ nadhīrin warner
مِّن min before you
قَبْلِكَ qablika before you
لَعَلَّهُمْ laʿallahum so that they may
يَتَذَكَّرُونَ yatadhakkarūna remember

46-1. That is, if you were not a true Messenger, you would not have knowledge of the incident of Musa (علیہ السلام).

46-2. That is, your knowledge is not the result of observation or sight, but it is the mercy of your Lord that He made you a Prophet and blessed you with revelation.

46-3. By this are meant the people of Makkah and Arabia, to whom no Prophet had come before the Prophet ﷺ, because after Ibrahim (علیہ السلام), the chain of Prophethood remained within the family of Ibrahim, and their appointment continued to be among the Children of Israel. Among the Children of Ismail, that is, the Arabs, the Prophet ﷺ was the first Prophet and the Seal of the Prophets. It may not have been considered necessary to send a Prophet to them because the invitation and message of other Prophets would have reached them. Because without this, there would remain an excuse for them to persist in disbelief and polytheism, and Allah has not left such an excuse for anyone.
