وَإِنَّ رَبَّكَ لَهُوَ ٱلْعَزِيزُ ٱلرَّحِيمُ ﴿9﴾
And verily your Lord, He is truly the All-Mighty, the Most Merciful.
وَإِنَّ wa-inna And indeed
رَبَّكَ rabbaka your Lord
لَهُوَ lahuwa surely, He
ٱلْعَزِيزُ l-ʿazīzu (is) the All-Mighty
ٱلرَّحِيمُ l-raḥīmu the Most Merciful

9-1. That is, He has dominance over everything and is fully capable of taking retribution, but since He is also Merciful, He does not seize immediately; rather, He grants complete respite and then holds accountable.
