Until when We seize those of them who lead a luxurious life with punishment: behold they make humble invocation with a loud voice.

64-1. Punishment befalls both the affluent or rather, the non-affluent. However, the affluent are perhaps mentioned specifically because leadership of the nation is generally in their hor rather,s; they can turn the direction of the nation wherever they wish. If they choose the path of disobedience to Allah or rather, persist in it, then the nation, following their example, does not budge either. Or, it refers to people like chieftains or rather, leaders. And if the punishment referred to is worldly, then in the Battle of Badr the disbelievers of Makkah were killed, or rather, as a result of the Prophet’s ﷺ supplication, the punishment of hunger or rather, famine was imposed—that is what is meant, or it refers to the punishment of the Hereafter. However, this is far from the context.
