Allâh chooses Messengers from angels and from men. Verily, Allâh is All-Hearer, All-Seer.

Tafsir Ahsan al-Bayan — Hafiz Salahuddin Yusuf
Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 75. 1. Rusul is the plural of Rasul (envoy, sent messenger). Allah Almighty has also assigned the task of risalah, that is, delivering messages, to the angels, such as selecting Jibreel ؑ for His revelation so that he may deliver revelation to the messengers. Or to take punishment to the nations, and from among the people as well, He chose whomever He wished for risalah and appointed them for the guidance and leadership of the people. All of these were servants of Allah, though they were chosen and selected, but for what? For sharing in divine authority? As some people have considered them partners of Allah. No, rather only for delivering Allah’s message.
75. 2. He is the Hearer of the servants’ words and the Seer. That is, He knows who is deserving of risalah. As He said at another place (اَللّٰهُاَعْلَمُحَيْثُيَجْعَلُرِسَالَتَهٗ) 6. Al-An’am:124) “Allah knows best where to place His message.”
