فَبَدَّلَ ٱلَّذِينَ ظَلَمُوا۟ قَوْلًا غَيْرَ ٱلَّذِى قِيلَ لَهُمْ فَأَنزَلْنَا عَلَى ٱلَّذِينَ ظَلَمُوا۟ رِجْزًا مِّنَ ٱلسَّمَآءِ بِمَا كَانُوا۟ يَفْسُقُونَ ﴿59﴾
But those who did wrong changed the word from that which had been told to them for another, so We sent upon the wrong-doers Rijz (a punishment) from the heaven because of their rebelling against Allâh’s obedience. (Tafsir At-Tabarî).
فَبَدَّلَ fabaddala But changed
ٱلَّذِينَ alladhīna those who
ظَلَمُوا۟ ẓalamū wronged
قَوْلًا qawlan (the) word
غَيْرَ ghayra other (than)
ٱلَّذِى alladhī (that) which
قِيلَ qīla was said
لَهُمْ lahum to them
فَأَنزَلْنَا fa-anzalnā so We sent down
عَلَى ʿalā upon
ٱلَّذِينَ alladhīna those who
ظَلَمُوا۟ ẓalamū wronged
رِجْزًۭا rij'zan a punishment
مِّنَ mina from
ٱلسَّمَآءِ l-samāi the sky
بِمَا bimā because
كَانُوا۟ kānū they were
يَفْسُقُونَ yafsuqūna defiantly disobeying

59. 1 Its explanation comes in a hadith found in Sahih Bukhari and Sahih Muslim, etc. The Prophet ﷺ said they were commanded to enter in a state of prostration, but they entered dragging their heads on the ground, and instead of obeying the command, the defiance and rebellion that had developed within them, and the mockery and ridicule of the divine commands that they committed, can be estimated. In reality, when a nation declines in character, its attitude towards the divine commands becomes like this.

59. 2 What was this heavenly punishment? Some have said it was divine wrath, severe cold, or plague. The last meaning is supported by a hadith. The Prophet ﷺ said this plague is part of that rijz and punishment which was sent upon some people before you. If this plague spreads in a place while you are present, do not leave from there, and if you learn that there is plague in another area, then do not go there.
