وَٱلَّذِينَ يُؤْمِنُونَ بِمَآ أُنزِلَ إِلَيْكَ وَمَآ أُنزِلَ مِن قَبْلِكَ وَبِٱلْـَٔاخِرَةِ هُمْ يُوقِنُونَ ﴿4﴾
And who believe in (the Qur’ân and the Sunnah ) which has been sent down (revealed) to you (O Muhammad صلى الله عليه وسلم) and in that which was sent down before you [the Taurât (Torah) and the Injeel (Gospel), etc.] and they believe with certainty in the Hereafter. (Resurrection, recompense of their good and bad deeds, Paradise and Hell).
وَٱلَّذِينَ wa-alladhīna And those who
يُؤْمِنُونَ yu'minūna believe
بِمَآ bimā in what
أُنزِلَ unzila (is) sent down
إِلَيْكَ ilayka to you
وَمَآ wamā and what
أُنزِلَ unzila was sent down
مِن min from
قَبْلِكَ qablika before you
وَبِٱلْـَٔاخِرَةِ wabil-ākhirati and in the Hereafter
هُمْ hum they
يُوقِنُونَ yūqinūna firmly believe

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 1. Believing in the previous scriptures means that the books revealed to the Prophets (peace be upon them) are all true. They are no longer found in their original form in the world, nor can they be acted upon. Now, action will be taken only upon the Qur'an and its explanation by the Prophet—Hadith. From this, it is also understood that the chain of revelation and prophethood has been concluded with the Prophet ﷺ; otherwise, Allah Almighty would certainly have mentioned belief in that as well.
