The Cow · Medinan · Juz 3 · Page 49

To Allâh belongs all that is in the heavens and all that is on the earth, and whether you disclose what is in your ownselves or conceal it, Allâh will call you to account for it. Then He forgives whom He wills and punishes whom He wills. And Allâh is Able to do all things.

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. This tafsir explains the meanings of the Quran in accordance with the methodology of the Salaf (early righteous generations), relying on authentic sources and straightforward language. Due to its reliability and adherence to sound Islamic scholarship, the Saudi government publishes and distributes this tafsir among the Hujjaj (pilgrims) visiting the Haramain. The tafsir is originally written in Urdu, translated to English by tohed.com.

284. 1. It is mentioned in the ahadith that when this verse was revealed, the Companions became very worried. They presented themselves in the court of the Messenger and said, "O Messenger of Allah, prayer, fasting, zakat, jihad, etc.—all these actions that we have been commanded to do, we perform them because they are not beyond our ability. But the thoughts and whispers that arise in the heart are not under our control; they are beyond human power. Yet Allah Almighty has announced accountability for them as well." The Noble Prophet ﷺ, seeing the Companions' spirit of listening and obedience, said that Allah Almighty has abrogated this verse. And the Prophet ﷺ then said that Allah Almighty has forgiven my ummah for what comes into their hearts. However, there will be accountability for those things which are acted upon or which are expressed by the tongue. From this, it is understood that there will be no accountability for thoughts that pass through the heart. Accountability will only be for those that turn into firm intention or take the form of action.
