لَّا جُنَاحَ عَلَيْكُمْ إِن طَلَّقْتُمُ ٱلنِّسَآءَ مَا لَمْ تَمَسُّوهُنَّ أَوْ تَفْرِضُوا۟ لَهُنَّ فَرِيضَةً ۚ وَمَتِّعُوهُنَّ عَلَى ٱلْمُوسِعِ قَدَرُهُۥ وَعَلَى ٱلْمُقْتِرِ قَدَرُهُۥ مَتَـٰعًۢا بِٱلْمَعْرُوفِ ۖ حَقًّا عَلَى ٱلْمُحْسِنِينَ ﴿236﴾
There is no sin on you, if you divorce women while yet you have not touched (had sexual relation with) them, nor appointed unto them their Mahr (bridal-money given by the husband to his wife at the time of marriage). But bestow on them (a suitable gift), the rich according to his means, and the poor according to his means, a gift of reasonable amount is a duty on the doers of good.

ٱلْمُقْتِرِ l-muq'tiri the poor
قَدَرُهُۥ qadaruhu according to his means
مَتَـٰعًۢا matāʿan a provision
بِٱلْمَعْرُوفِ ۖ bil-maʿrūfi in a fair manner
حَقًّا ḥaqqan a duty
عَلَى ʿalā upon
ٱلْمُحْسِنِينَ l-muḥ'sinīna the good-doers

236. 1. This is the ruling regarding the woman for whom no dowry was fixed at the time of marriage and the husband divorced her without consummation; then let them be sent off with something (as a gift). This benefit should be according to each person's capacity; the well-off should give according to his means and the poor according to his ability. However, this is for the doers of good; it is not obligatory. The specification of this gift (mut‘ah) has also been mentioned: some said a servant, some said 50 dirhams, some said one or a few suits, etc. In any case, this specification is not from the Shariah; every person has the authority and command to give according to his capacity. There is also a difference of opinion as to whether this mut‘ah is obligatory for every kind of divorced woman or specifically for the woman mentioned in this verse. From some other verses of the Noble Quran, it appears that this is for every kind of divorced woman. And Allah knows best. The wisdom and benefits in this ruling of mut‘ah are self-evident: at the time of bitterness, tension, and disagreement, which is the cause of divorce, to do good and to take care of the woman's feelings and comfort is a very important means of preventing future expected hostilities. But in our society, instead of this kindness and good treatment, the divorced woman is sent off in such a bad manner that the relations between both families are severed forever.
