He said: "So (it will be), your Lord said: ‘That is easy for Me (Allâh): And (We wish) to appoint him as a sign to mankind and a mercy from Us (Allâh), and it is a matter (already) decreed, (by Allâh).’ "

قَالَqālaHe said
كَذَٰلِكِkadhālikiThus
قَالَqālasaid
رَبُّكِrabbukiyour Lord
هُوَhuwa'It
عَلَىَّʿalayya(is) for Me
هَيِّنٌۭ ۖhayyinuneasy
وَلِنَجْعَلَهُۥٓwalinajʿalahuand so that We will make him
ءَايَةًۭāyatana sign
لِّلنَّاسِlilnnāsifor the mankind
وَرَحْمَةًۭwaraḥmatanand a Mercy
مِّنَّا ۚminnāfrom Us
وَكَانَwakānaAnd (it) is
أَمْرًۭاamrana matter
مَّقْضِيًّۭاmaqḍiyyandecreed.'
Tafsir Ahsan al-Bayan — Hafiz Salahuddin Yusuf
Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 21. 1. That is, it is true that you have not had any intercourse with a man, neither in a lawful way nor in an unlawful way. Whereas, habitually, this is necessary for conception.
21. 2. That is, I am not dependent on means; for Me, this is absolutely easy, and We want to make him a sign of Our creative power. Before this, We created your father Adam without a man and a woman, and your mother Hawwa only from a man, and now by creating Isa (علیہ السلام), We want to demonstrate Our power by creating in the fourth form as well, and that is to create from only a woman’s womb, without a man. We are capable of all four forms of creation.
21. 3. This refers to prophethood, which is Allah’s special mercy, and also for those who will believe in this prophethood.
21. 4. This is an addition to the same statement that Jibril (علیہ السلام) conveyed from Allah. That is, this miraculous creation is decreed in Allah’s knowledge, power, and will.
