And there is not a town (population) but We shall destroy it before the Day of Resurrection, or punish it with a severe torment. That is written in the Book (of Our Decrees)

58. 1. By "the Book" is meant the Preserved Tablet (لوح محفوظ). The meaning is that this matter is decided by Allah, which is written in the Preserved Tablet, that We will destroy every town of the disbelievers either through death, and by "town" is meant its inhabitants, and the reason for destruction is their disbelief, polytheism, and oppression and rebellion. Furthermore, this destruction will occur before the Day of Resurrection, otherwise on the Day of Resurrection, without distinction, every town will be subject to ruin and devastation.
