Surah An-Nahl (16) — Ayah 84

وَيَوْمَ نَبْعَثُ مِن كُلِّ أُمَّةٍ شَهِيدًا ثُمَّ لَا يُؤْذَنُ لِلَّذِينَ كَفَرُوا۟ وَلَا هُمْ يُسْتَعْتَبُونَ ﴿84﴾
And (remember) the Day when We shall raise up from each nation a witness (their Messenger), then, those who disbelieved will not be given leave (to put forward excuses), nor will they be allowed (to return to the world) to repent and ask for Allâh’s Forgiveness (of their sins).
وَيَوْمَ wayawma And the Day
نَبْعَثُ nabʿathu We will resurrect
مِن min from
كُلِّ kulli every
أُمَّةٍۢ ummatin nation
شَهِيدًۭا shahīdan a witness
ثُمَّ thumma then
لَا not
يُؤْذَنُ yu'dhanu will be permitted
لِلَّذِينَ lilladhīna to those who
كَفَرُوا۟ kafarū disbelieved
وَلَا walā and not
هُمْ hum they
يُسْتَعْتَبُونَ yus'taʿtabūna will be asked to make amends

84. 1. That is, on every nation, the prophet of that nation will bear witness that Allah's message had been conveyed to them. But they did not care about it. These disbelievers will not even be allowed to present an excuse, because in reality, they will have no excuse or argument at all. Nor will they be asked to turn back or to remove reproach, because such a need only arises when someone is to be given a concession. Another meaning is that they will not be given the opportunity to please their Lord, because that opportunity had already been given in the world, which is the abode of action. The Hereafter is not the abode of action, it is the abode of recompense; there, one will be recompensed for what one has done in the world, and no one will be given the opportunity to do anything there.
