And We send the winds fertilizing (to fill heavily the clouds with water), then cause the water (rain) to descend from the sky, and We give it to you to drink, and it is not you who are the owners of its stores [i.e. to give water to whom you like or to withhold it from whom you like].

وَأَرْسَلْنَاwa-arsalnāAnd We have sent
ٱلرِّيَـٰحَl-riyāḥathe winds
لَوَٰقِحَlawāqiḥafertilizing
فَأَنزَلْنَاfa-anzalnāand We sent down
مِنَminafrom
ٱلسَّمَآءِl-samāithe sky
مَآءًۭmāanwater
فَأَسْقَيْنَـٰكُمُوهُfa-asqaynākumūhuand We gave it to you to drink
وَمَآwamāAnd not
أَنتُمْantumyou
لَهُۥlahuof it

22. 1. The winds are called "laden" because they carry those clouds which contain water. Just as a pregnant she-camel is called so because she carries a child in her belly.
22. 2. That is, this water which We send down, you are not even capable of storing it. It is only Our power and mercy that We preserve this water through springs, wells, and rivers; otherwise, if We will, We can lower the water level so much that it would not be possible for you to draw water from springs and wells, just as in some regions Allah sometimes shows a sign of His power. (O Allah, protect us from it).
