وَإِن مِّن شَىْءٍ إِلَّا عِندَنَا خَزَآئِنُهُۥ وَمَا نُنَزِّلُهُۥٓ إِلَّا بِقَدَرٍ مَّعْلُومٍ ﴿21﴾
And there is not a thing, but with Us are the stores thereof. And We send it not down except in a known measure.
وَإِن wa-in And not
مِّن min (is) any
شَىْءٍ shayin thing
إِلَّا illā but
عِندَنَا ʿindanā with Us
خَزَآئِنُهُۥ khazāinuhu (are) its treasures
وَمَا wamā and not
نُنَزِّلُهُۥٓ nunazziluhu We send it down
إِلَّا illā except
بِقَدَرٍۢ biqadarin in a measure
مَّعْلُومٍۢ maʿlūmin known

21. 1. Some have taken "khazain" to mean rain because rain is the source of produce, but the more Sahih opinion is that it refers to all the treasures of the universe, which Allah brings into existence from non-existence according to His will and intention.
