Surah Ar-Ra'd (13) — Ayah 19

۞ أَفَمَن يَعْلَمُ أَنَّمَآ أُنزِلَ إِلَيْكَ مِن رَّبِّكَ ٱلْحَقُّ كَمَنْ هُوَ أَعْمَىٰٓ ۚ إِنَّمَا يَتَذَكَّرُ أُو۟لُوا۟ ٱلْأَلْبَـٰبِ ﴿19﴾
Shall he then who knows that what has been revealed unto you (O Muhammad صلى الله عليه و سلم) from your Lord is the truth be like him who is blind? But it is only the men of understanding that pay heed.
۞ أَفَمَن afaman Then is (he) who
يَعْلَمُ yaʿlamu knows
أَنَّمَآ annamā that which
أُنزِلَ unzila has been revealed
إِلَيْكَ ilayka to you
مِن min from
رَّبِّكَ rabbika your Lord
ٱلْحَقُّ l-ḥaqu (is) the truth
كَمَنْ kaman like (one) who
هُوَ huwa [he]
أَعْمَىٰٓ ۚ aʿmā (is) blind
إِنَّمَا innamā Only
يَتَذَكَّرُ yatadhakkaru pay heed
أُو۟لُوا۟ ulū men
ٱلْأَلْبَـٰبِ l-albābi (of) understanding

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 19. 1. That is, one who believes in the truth and authenticity of the Quran, and the other who is blind, meaning he has become doubtful about the truth of the Quran—can these two be equal? The question is for the purpose of denial, meaning these two cannot be equal, just as foam and water or gold and copper with its impurities cannot be equal.

19. 2. That is, those who do not possess a sound heart and authentic intellect, and those who have stained their hearts with the rust of sins and corrupted their intellects, cannot take admonition from this Quran.
