وَيَـٰقَوْمِ أَوْفُوا۟ ٱلْمِكْيَالَ وَٱلْمِيزَانَ بِٱلْقِسْطِ ۖ وَلَا تَبْخَسُوا۟ ٱلنَّاسَ أَشْيَآءَهُمْ وَلَا تَعْثَوْا۟ فِى ٱلْأَرْضِ مُفْسِدِينَ ﴿85﴾
"And O my people! Give full measure and weight in justice and reduce not the things that are due to the people, and do not commit mischief in the land, causing corruption.
وَيَـٰقَوْمِ wayāqawmi And O my people
أَوْفُوا۟ awfū Give full
ٱلْمِكْيَالَ l-mik'yāla measure
وَٱلْمِيزَانَ wal-mīzāna and weight
بِٱلْقِسْطِ ۖ bil-qis'ṭi in justice
وَلَا walā and (do) not
تَبْخَسُوا۟ tabkhasū deprive
ٱلنَّاسَ l-nāsa the people
أَشْيَآءَهُمْ ashyāahum (of) their things
وَلَا walā and (do) not
تَعْثَوْا۟ taʿthaw act wickedly
فِى in
ٱلْأَرْضِ l-arḍi the earth
مُفْسِدِينَ muf'sidīna spreading corruption

85. 1. The call of the Prophets (peace be upon them) consists of two important foundations: 1. Fulfilling the rights of Allah, 2. Fulfilling the rights of the servants. The former is indicated by the word (اَعْبُدُو اللّٰہَ) and the latter by (وَلَا تَنْقُصُوا الْمِكْيَالَ وَالْمِيْزَانَ) (11. Hud:84), and now, as an emphasis, they are being commanded to give full measure and weight with justice and are being forbidden from giving people less than due, because this too is a great crime in the sight of Allah. Allah has described the heinousness and evil of this crime and its punishment in the Hereafter in an entire Surah. (وَيْلٌ لِّـلْمُطَفِّفِيْنَ ۝ ۙ الَّذِيْنَ اِذَا اكْتَالُوْا عَلَي النَّاسِ يَسْتَوْفُوْنَ ۝ڮ وَاِذَا كَالُوْهُمْ اَوْ وَّزَنُوْهُمْ يُخْسِرُوْنَ ۝ۭ) (83. Al-Mutaffifin:1 to 3) Woe to those who give less in measure. These are the people who, when they take measure from people, take it in full, but when they give by measure or weight to others, they give less.

85. 2. Disobedience to Allah, especially when it relates to the rights of the servants, such as here in the matter of deficiency and excess in measure and weight, certainly causes corruption and disorder in the land, from which they have been forbidden.
