Surah Yunus (10) — Ayah 99

وَلَوْ شَآءَ رَبُّكَ لَـَٔامَنَ مَن فِى ٱلْأَرْضِ كُلُّهُمْ جَمِيعًا ۚ أَفَأَنتَ تُكْرِهُ ٱلنَّاسَ حَتَّىٰ يَكُونُوا۟ مُؤْمِنِينَ ﴿99﴾
And had your Lord willed, those on earth would have believed, all of them together. So, will you (O Muhammad صلى الله عليه وسلم) then compel mankind, until they become believers.
وَلَوْ walaw And if
شَآءَ shāa (had) willed
رَبُّكَ rabbuka your Lord
لَـَٔامَنَ laāmana surely, (would) have believed
مَن man who
فِى (are) in
ٱلْأَرْضِ l-arḍi the earth
كُلُّهُمْ kulluhum all of them
جَمِيعًا ۚ jamīʿan together
أَفَأَنتَ afa-anta Then, will you
تُكْرِهُ tuk'rihu compel
ٱلنَّاسَ l-nāsa the mankind
حَتَّىٰ ḥattā until
يَكُونُوا۟ yakūnū they become
مُؤْمِنِينَ mu'minīna believers

99. 1. But Allah did not will so, because this is against His wisdom and purpose, which only He knows completely. This was said because the Prophet ﷺ had a strong desire that everyone should become Muslim. Allah Almighty said that this cannot happen because the divine will, which is based on perfect wisdom and overriding benefit, does not require it. Therefore, it is further stated that how can you compel people to believe by force? When you neither have the power for this, nor are you responsible for it.
