وَإِذَآ أَذَقْنَا ٱلنَّاسَ رَحْمَةً مِّنۢ بَعْدِ ضَرَّآءَ مَسَّتْهُمْ إِذَا لَهُم مَّكْرٌ فِىٓ ءَايَاتِنَا ۚ قُلِ ٱللَّهُ أَسْرَعُ مَكْرًا ۚ إِنَّ رُسُلَنَا يَكْتُبُونَ مَا تَمْكُرُونَ ﴿21﴾
And when We let mankind taste mercy after some adversity has afflicted them, behold! they take to plotting against Our Ayât (proofs, evidence, verses, lessons, signs, revelations, etc.)! Say: "Allâh is more Swift in planning!" Certainly, Our Messengers (angels) record all of that which you plot.
وَإِذَآ wa-idhā And when
أَذَقْنَا adhaqnā We let [the] mankind taste
ٱلنَّاسَ l-nāsa We let [the] mankind taste
رَحْمَةًۭ raḥmatan mercy
مِّنۢ min after
بَعْدِ baʿdi after
ضَرَّآءَ ḍarrāa adversity
مَسَّتْهُمْ massathum has touched them
إِذَا idhā behold
لَهُم lahum They have
مَّكْرٌۭ makrun a plot
فِىٓ against
ءَايَاتِنَا ۚ āyātinā Our Verses
قُلِ quli Say
ٱللَّهُ l-lahu Allah
أَسْرَعُ asraʿu (is) more swift
مَكْرًا ۚ makran (in) planning
إِنَّ inna Indeed
رُسُلَنَا rusulanā Our Messengers
يَكْتُبُونَ yaktubūna write down
مَا what
تَمْكُرُونَ tamkurūna you plot

21. 1. The meaning of blessing after hardship is: after distress, famine, and pains and sufferings, abundance of sustenance, ease in means of livelihood, etc.

21. 2. This means that they do not value these blessings of Ours and do not offer gratitude to Allah for them, rather they commit disbelief and shirk. That is, this is their evil strategy which they adopt in response to Allah’s blessings.

21. 3. That is, Allah’s strategy is much swifter than what they adopt. And that is, He is capable of holding them accountable; He can seize them whenever He wills—immediately, or later if His wisdom demands delay. Makar, in the Arabic language, means secret planning and strategy, which can be good or bad. Here, Allah’s punishment and seizure is described as makar.
