سَلَـٰمٌ هِىَ حَتَّىٰ مَطْلَعِ ٱلْفَجْرِ ﴿5﴾
(All that night), there is Peace (and Goodness from Allâh to His believing slaves) until the appearance of dawn.
سَلَـٰمٌ salāmun Peace

حَتَّىٰ ḥattā until
مَطْلَعِ maṭlaʿi (the) emergence
ٱلْفَجْرِ l-fajri (of) the dawn

(Ayah 5) ➊ {سَلٰمٌ هِيَ حَتّٰى مَطْلَعِ الْفَجْرِ: ’’ سَلٰمٌ ‘‘} is a fronted predicate and {’’ هِيَ ‘‘} is a postponed subject, meaning that night is entirely peace until the break of dawn. From sunset to dawn, throughout the night, the believers remain safe from the evil of Satan and every kind of trial, and they feel a strange tranquility, calmness, and peace in their hearts.

5. 1. That is, there is no evil in it. Or in the sense that it is a night of peace, believers remain safe from the evil of Satan on this night, or the angels greet the people of faith with peace, or the angels greet each other with peace. For Laylat al-Qadr, the Prophet ﷺ specifically taught this supplication: اللّٰھُمَّ اِنَّکَ عَفُو تُحِبُّ العَفْوَ فَاعْفُ.

5. (That night is) peace [4] until the break of dawn.

[4] This verse also has two meanings. One is that the angels who descend spend the entire night praying for peace and safety for those who worship Allah. The second meaning is that all the decisions made on this night are based on goodness and peace. Even if a decision is made regarding the death of an individual or the destruction of a nation, it too will be based on the welfare and safety of the people of the earth.
