أَلَيْسَ ٱللَّهُ بِأَحْكَمِ ٱلْحَـٰكِمِينَ ﴿8﴾
Is not Allâh the Best of judges?
أَلَيْسَ alaysa Is not
ٱللَّهُ l-lahu Allah
بِأَحْكَمِ bi-aḥkami (the) Most Just
ٱلْحَـٰكِمِينَ l-ḥākimīna (of) the Judges

(Ayah 8){ اَلَيْسَ اللّٰهُ بِاَحْكَمِ الْحٰكِمِيْنَ:} Even an ordinary person who acts justly will not refrain from arranging reward and punishment within his authority, so why would Allah, who is the greatest of all rulers, not arrange this?
In Tirmidhi and others, there is a narration from Abu Hurairah (may Allah be pleased with him) that the Messenger of Allah (peace and blessings be upon him) said: "When any of you recites Surah {’’ وَ التِّيْنِ وَ الزَّيْتُوْنِ ‘‘} and reaches {’’ اَلَيْسَ اللّٰهُ بِاَحْكَمِ الْحٰكِمِيْنَ ‘‘}, he should say: [ بَلٰی وَ أَنَا عَلٰی ذٰلِكَ مِنَ الشَّاهِدِيْنَ ] [ترمذي، تفسیر القرآن، باب و من سورۃ والتین : ۳۳۴۷ ] 'Why not! And I am among those who bear witness to it.'" But this narration is not Sahih, because Imam Tirmidhi (may Allah have mercy on him) said that an A'rabi narrated this from Abu Hurairah (may Allah be pleased with him), whose name is not even known.

8. 1. The one who does not wrong anyone, and it is the requirement of His justice that He establishes the Day of Judgment and grants relief to those who were wronged in the world.

Is Allah not the greatest of all judges [9]?

[9] That is, even among the kings of this world, the law of justice is in effect: they punish criminals and reward those who do good and outstanding deeds. So, will this law not be in effect with Allah, Who is the King of all kings? Yes, it is true that since this world is the abode of action, the reckoning of these groups is not settled immediately in this world; rather, this reward and punishment is deferred to the Hereafter, which is the abode of recompense. However, if an individual or a nation exceeds all bounds in oppression, then Allah, in order to save others from their tyranny, subjects them to punishment and destruction even in this world, thereby saving others from them. Sayyiduna Abu Hurairah ؓ says that whoever recites this Surah, when he reaches: ﴿اَلَيْسَ اللّٰهُ بِاَحْكَمِ الْحٰكِمِيْنَ﴾, then after that he should say: ﴿بَلٰي وَاَنَاعَلٰي ذٰلِكَ مِنَ الشَّاهِدِيْنَ﴾ [ترمذي۔ ابواب التفسير]
