وَهَـٰذَا ٱلْبَلَدِ ٱلْأَمِينِ ﴿3﴾
By this city of security (Makkah).
وَهَـٰذَا wahādhā And this

(Ayah 3) {وَ هٰذَا الْبَلَدِ الْاَمِيْنِ:} The city of Makkah, which was settled by Ibrahim and Ismail (peace be upon them), and where the Messenger of Allah (peace and blessings be upon him) was born. It is called "the secure city" because Ibrahim (peace be upon him) prayed for it: « رَبِّ اجْعَلْ هٰذَا بَلَدًا اٰمِنًا » [ البقرۃ : ۱۲۶ ] "O my Lord! Make this (place) a city of security."

3. 1. By this is meant Makkah Mukarramah, where fighting is not permitted. Furthermore, whoever enters it also attains security. Some commentators say that this is actually an oath by three places, each of which had a great prophet sent to it: by the fig and the olive is meant the region where these are produced, and that is Bayt al-Maqdis, where ‘Isa was sent as a prophet; at Sinai, Musa received prophethood; and in the city of Makkah, the Chief of the Messengers, Muhammad ﷺ, was sent.

And this secure city [4] (Makkah).

[4] ﴿البلد الامين﴾ refers to the city of Makkah the Magnificent, where, after the flood of Nuh, Ibrahim and Ismail (peace be upon them) together rebuilt the Ka'bah, and where Ismail (peace be upon him) spent his entire life. It is also the place where the best of the Prophets, the Last Prophet, was born. Here he ﷺ was granted prophethood and spent thirteen years after prophethood in this very place. It was for this very location that our master Ibrahim (peace be upon him) prayed to Allah Almighty to make this city honorable and a place of peace. Even after two and a half thousand years, the sanctity of this city has remained intact. Throughout Arabia, looting and bloodshed were rampant everywhere. Only this one place provided people with peace, and the sanctity of Makkah remains to this day and will continue to remain in the future.
