وَٱلسَّمَآءِ وَمَا بَنَىٰهَا ﴿5﴾
By the heaven and Him Who built it.
وَٱلسَّمَآءِ wal-samāi And the heaven

بَنَىٰهَا banāhā constructed it

(Ayah 5) {وَ السَّمَآءِ وَ مَا بَنٰىهَا: ’’بَنٰي يَبْنِيْ بِنَاءً‘‘} (ض) to make. Note that generally {’’مَنْ‘‘} is used for those who possess knowledge, such as Allah Almighty, angels, and humans, whereas {’’مَا‘‘} is used for others besides them. However, sometimes, due to a specific purpose, this is reversed and {’’مَا‘‘} is also used for those who possess knowledge, as {’’ مَا ‘‘} here is used for Allah Almighty. That is, and by the sky and by the One who made it! Here, instead of {’’مَنْ‘‘}, {’’ مَا ‘‘} is brought because here it is in the meaning of {’’اَلَّذِيْ‘‘} and after it, the attributes of Allah Almighty are mentioned. In the Noble Qur’an, the word {’’ مَا ‘‘} has been used for those who possess knowledge at several places, for example: « وَ لَاۤ اَنْتُمْ عٰبِدُوْنَ مَاۤ اَعْبُدُ» [ الکافرون : ۳ ] “And you are not worshippers of the One whom I worship.” And He said: «فَانْكِحُوْا مَا طَابَ لَكُمْ مِّنَ النِّسَآءِ » [ النساء : ۳ ] “So marry those women who please you.”

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 5. And by the sky and He Who built it [5],

[5] There are two meanings: one is that ﴿مَا﴾ is taken in the sense of ﴿مَن﴾, and examples of this are also found in the Quran. In this regard, its translation will be as mentioned above. The second is that "ma" is understood in its own meaning; in this case, the meaning will be: "And by the sky, as He has made it glorious and magnificent."
