And of the bedouins there are some who believe in Allâh and the Last Day, and look upon what they spend in Allâh’s Cause as means of nearness to Allâh, and a cause of receiving the Messenger’s invocations. Indeed these (spendings in Allâh’s Cause) are a means of nearness for them. Allâh will admit them to His Mercy. Certainly Allâh is Oft-Forgiving, Most Merciful.

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

(Ayah 99) {وَ مِنَ الْاَعْرَابِ مَنْ يُّؤْمِنُ بِاللّٰهِ … : ’’ قُرُبٰتٍ ‘‘} is the plural of {’’قُرْبَةٌ‘‘}, which is the act by which a person seeks closeness to his Creator. {’’ صَلَوٰتِ ‘‘} is the plural of { ’’ صَلاَةٌ ‘‘}, which, besides prayer, also means supplication. That is, not all the Bedouins are alike; among them are many sincere Muslims who give charity gladly and consider it a means of attaining nearness to Allah and the supplications of the Messenger. Allah Almighty has testified in their favor that these deeds will certainly become a means of nearness for them, and Allah will surely admit them into His mercy. Abdullah bin Abi Awfa (may Allah be pleased with them both) narrates that when a group would bring charity to the Messenger of Allah (peace and blessings be upon him), he would supplicate for them, saying: [ اَللّٰهُمَّ صَلِّ عَلٰی فُلَانٍ ] "O Allah! Have mercy on so-and-so." Abdullah bin Abi Awfa (may Allah be pleased with them both) says that when my father brought zakat to the Messenger of Allah (peace and blessings be upon him), he supplicated for him, saying: [ اَللّٰهُمَّ صَلِّ عَلىٰ آلِ اَبِيْ اَوْفٰی ] "O Allah! Have mercy on the family of Abu Awfa." [ بخاری، الزکاۃ، باب صلاۃ الإمام و دعاء ہ لصاحب الصدقۃ … : ۱۴۹۷ ]

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. This tafsir explains the meanings of the Quran in accordance with the methodology of the Salaf (early righteous generations), relying on authentic sources and straightforward language. Due to its reliability and adherence to sound Islamic scholarship, the Saudi government publishes and distributes this tafsir among the Hujjaj (pilgrims) visiting the Haramain. The tafsir is originally written in Urdu, translated to English by tohed.com.

99. 1 This is the second category of Bedouins whom Allah granted the ability to believe in Allah and the Last Day, despite living far from the city. And due to this faith, He also removed from them that ignorance which is generally prevalent among the desert dwellers because of irreligiousness. Thus, instead of considering the wealth spent in the way of Allah as a penalty, they regard it as a means of attaining closeness to Allah and of receiving the prayers of the Messenger. This is an indication towards the practice of the Messenger of Allah ﷺ regarding those who gave charity, that is, he ﷺ would supplicate for them, as is mentioned in the hadith that for one who brought charity, he ﷺ prayed: اللَّہُمَّ صَلِّ عَلَی آلِ اَبِیْ اَوْفٰی (Sahih Bukhari No. 4166, Sahih Muslim No. 756) "O Allah! Send mercy upon the family of Abu Awfa."

99. 2 This is the glad tidings that they have attained closeness to Allah and are deserving of Allah’s mercy.

Tafsir Taiseer ul-Quran (Facilitation of the Quran) is a comprehensive Quran commentary by Maulana Abdul Rahman Kilani, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. Known for his eloquent and accessible writing style, Kilani authored this tafsir with a focus on clarity — making Quranic meanings understandable to the common reader. The tafsir provides detailed historical context for verses related to battles and expeditions, and firmly refutes modernist ideologies using strong scriptural evidence. It is widely regarded as an invaluable resource for understanding the Quran and countering deviant interpretations. The tafsir is originally written in Urdu, translated to English by tohed.com.

99. Yet among the desert Arabs are some [111] who believe in Allah and the Last Day, and consider what they spend as a means of nearness to Allah and the prayers of the Messenger. Indeed, it is truly a means of nearness for them. Allah will soon admit them to His mercy. Surely, Allah is Most Forgiving, Most Merciful.

The Character of the Bedouin Believers:

That is, these Bedouins are not all the same. Among them are also some who are true believers. They have been considerably influenced by the miraculous effect of the Quran and your teachings, and they spend in the way of Allah with eagerness and cheerfulness. When they spend, two objectives are before them: one is to attain nearness to Allah, and the other is the desire to receive your ﷺ supplication. Because Allah Almighty had guided you ﷺ that when you receive charity, you should supplicate for the giver. This is because your ﷺ supplication is a source of comfort for them. And the fruit of this supplication is also a means of Allah’s mercy and nearness to Him. Allah Almighty has given glad tidings to such people that indeed, the charity given by these people becomes a means of nearness to Allah, and they become deserving of Allah’s mercy.
