يَحْلِفُونَ لَكُمْ لِتَرْضَوْا۟ عَنْهُمْ ۖ فَإِن تَرْضَوْا۟ عَنْهُمْ فَإِنَّ ٱللَّهَ لَا يَرْضَىٰ عَنِ ٱلْقَوْمِ ٱلْفَـٰسِقِينَ ﴿96﴾
They (the hypocrites) swear to you (Muslims) that you may be pleased with them, but if you are pleased with them, certainly Allâh is not pleased with the people who are Al-Fâsiqûn (rebellious, disobedient to Allâh).
يَحْلِفُونَ yaḥlifūna They swear
لَكُمْ lakum to you
لِتَرْضَوْا۟ litarḍaw that you may be pleased
عَنْهُمْ ۖ ʿanhum with them
فَإِن fa-in But if
تَرْضَوْا۟ tarḍaw you are pleased
عَنْهُمْ ʿanhum with them
فَإِنَّ fa-inna then indeed
ٱللَّهَ l-laha Allah
لَا (is) not pleased
يَرْضَىٰ yarḍā (is) not pleased
عَنِ ʿani with
ٱلْقَوْمِ l-qawmi the people
ٱلْفَـٰسِقِينَ l-fāsiqīna (who are) defiantly disobedient

(Ayah 96) {يَحْلِفُوْنَ لَكُمْ لِتَرْضَوْا عَنْهُمْ … :} That is, one purpose of their swearing oaths and making excuses is that you overlook them and act with forbearance, and then they also want you to be pleased with them. Even if you, being influenced by their words, become pleased with them, Allah will never be pleased with them because of their wickedness. In saying «{ لَا يَرْضٰى عَنِ الْقَوْمِ الْفٰسِقِيْنَ instead of {’’ فَاِنَّ اللّٰهَ لَا يَرْضٰي عَنْهُمْ ‘‘}, the reason for Allah’s displeasure is stated. This indicates that it is not permissible for Muslims, under any circumstances, to be pleased with them because of their wickedness. Shah Abdul Qadir (may Allah have mercy on him) writes: “It is permissible to overlook someone whose circumstances show that he is a hypocrite, but it is not allowed to befriend or love him.” (Muwadhih)

96. 1. In these three verses, there is mention of those hypocrites who did not go with the Muslims on the expedition to Tabuk. Upon the safe return of the Prophet and the Muslims, they wanted to present their excuses and appear loyal in their eyes. Allah Almighty said, when you come to them, they will present excuses. Say to them, there is no need to present excuses before us because Allah Almighty has already informed us of your true circumstances. Now, how can we accept your false excuses? However, the reality of these excuses will become even clearer in the near future; your actions, which Allah Almighty is also watching and the Messenger ﷺ is also observing, will themselves expose the reality of your excuses. In the third verse, it is said, they will swear oaths to please you. But these foolish ones do not realize that even if you become pleased with them, with the presence of the fisq—that is, the path of evading and fleeing from obedience to Allah—that they have chosen, how can Allah Almighty ever be pleased with them?
