Nor (is there blame) on those who came to you to be provided with mounts, when you said: "I can find no mounts for you," they turned back, while their eyes overflowing with tears of grief that they could not find anything to spend (for Jihâd).

(Ayah92) ➊ {وَلَاعَلَىالَّذِيْنَاِذَامَاۤاَتَوْكَ … :} This is a mention of another group of sincere Muslims who did not have their own mounts and came to the Messenger of Allah (peace be upon him) to request mounts. The Prophet (peace be upon him) said, "I do not have anything to give you to ride upon." At this, they were so grieved that they began to weep, and wept so much that it was as if their eyes became fountains of water, with streams of tears flowing, because they had nothing to spend so that they could participate in jihad. Allah Almighty also declared them free from sin, stating that there is no way or room for objection against these people, because they are doers of good. ➋ Those people should sincerely reflect on this verse who say that the Messenger of Allah (peace be upon him) is the owner and absolute disposer of the treasures of this world and the Hereafter. How will these individuals translate this statement of the Prophet (peace be upon him): «لَاۤاَجِدُمَاۤاَحْمِلُكُمْعَلَيْهِ» "I do not find anything upon which I can mount you." These brothers should fear Allah and repent from calling the Messenger of Allah (peace be upon him) the Owner of all sovereignty and absolute disposer, thereby making him a partner with Allah, because this sin is in no way forgivable with Allah.

92. 1 This refers to another group of Muslims who did not even have their own mounts, and the Prophet ﷺ also apologized for not being able to provide them with mounts. This caused them so much grief that tears flowed uncontrollably from their eyes. Thus, sincere Muslims who had any reasonable excuse were exempted by Allah, Who is aware of all that is apparent and hidden, from participating in jihad. In fact, it is mentioned in a hadith that the Prophet ﷺ said to those who participated in jihad about these excused individuals: "There are some people in Madinah who, whenever you travel through any valley or walk on any path, they are equal partners with you in reward." The Companions asked, "How can this be when they are sitting in Madinah?" He ﷺ replied, حَبَسَھُمْالْعُذرُ (Sahih Bukhari) "Excuse has kept them there."

92. Nor is there any blame on those who came to you so that you might provide them with mounts, and you said, "I have nothing to carry you on." So they turned back, their eyes overflowing with tears out of grief that they had nothing [105] to spend.
[105] The Condition of the Truly Excused, Those Who Asked for Mounts:
In this verse, mention is made of such true believers for whom there was a legitimate Shari'ah excuse. That is, there was no arrangement for mounts for such a long journey, yet they were restless to go out for jihad. They brought their request to the Messenger of Allah ﷺ, asking that he ﷺ arrange some mounts for them. Coincidentally, at that time, the Prophet ﷺ also had no means to provide them with mounts, so he ﷺ gave them a reply. This caused them so much grief that their eyes filled with tears, and the only sorrow was that perhaps now they would not be able to go out for jihad, as is made clear by the following hadith. Sayyiduna Abu Musa Ash'ari ؓ says that his companions sent him to the Prophet ﷺ to ask for mounts. He went and said, "O Messenger of Allah! My companions have sent me to you to request mounts." The Prophet ﷺ replied, "By Allah, I will not give you any mounts." The Prophet ﷺ was angry at that time, but I did not realize it. I returned, saddened, and informed my companions of the Prophet’s ﷺ refusal. I was grieved, firstly because the Prophet ﷺ did not give us mounts, and secondly, lest the Prophet ﷺ be displeased with me. Shortly after I returned, I heard Bilal ؓ calling me. I replied, and he said, "Come! The Messenger of Allah ﷺ is calling you." I presented myself, and the Prophet ﷺ said, "Here are pairs of camels—take six camels and tell your companions that these camels have been given to you for riding by Allah or by the Messenger of Allah. Use them for your purpose." [بخاری۔ کتاب المغازی۔ باب غزوہ تبوک وہی غزوۃ العسرۃ] And in another narration in Bukhari, this detail is also present that Sayyiduna Abu Musa ؓ said to the Messenger of Allah ﷺ, "You had sworn not to give us mounts." The Prophet ﷺ replied, "When I find an opportunity to do a better deed, I do it and offer expiation for my oath." [بخاري۔ كتاب الايمان والنذور]
