۞ وَلَوْ أَرَادُوا۟ ٱلْخُرُوجَ لَأَعَدُّوا۟ لَهُۥ عُدَّةً وَلَـٰكِن كَرِهَ ٱللَّهُ ٱنۢبِعَاثَهُمْ فَثَبَّطَهُمْ وَقِيلَ ٱقْعُدُوا۟ مَعَ ٱلْقَـٰعِدِينَ ﴿46﴾
And if they had intended to march out, certainly, they would have made some preparation for it; but Allâh was averse to their being sent forth, so He made them lag behind, and it was said (to them), "Sit you among those who sit (at home)."
۞ وَلَوْ walaw And if
أَرَادُوا۟ arādū they had wished
ٱلْخُرُوجَ l-khurūja (to) go forth
لَأَعَدُّوا۟ la-aʿaddū surely they (would) have prepared
لَهُۥ lahu for it
عُدَّةًۭ ʿuddatan (some) preparation
وَلَـٰكِن walākin But
كَرِهَ kariha Allah disliked
ٱللَّهُ l-lahu Allah disliked
ٱنۢبِعَاثَهُمْ inbiʿāthahum their being sent
فَثَبَّطَهُمْ fathabbaṭahum so He made them lag behind
وَقِيلَ waqīla and it was said
ٱقْعُدُوا۟ uq'ʿudū Sit
مَعَ maʿa with
ٱلْقَـٰعِدِينَ l-qāʿidīna those who sit

(Ayah46) ➊ { وَ لَوْ اَرَادُوا الْخُرُوْجَ لَاَعَدُّوْا لَهٗ عُدَّةً … :} In this verse, Allah Almighty has exposed the reality of the hypocrites at the time of the Battle of Tabuk and all those false claimants who say that they too are warriors and always ready to set out for jihad, but despite reaching the age of sixty or seventy years, they never set out with the mujahideen, nor learned marksmanship, nor swimming, nor any art from the arts of war, nor participated in any battle, nor prepared their bodies for jihad, nor gathered the necessary equipment for jihad. They remained engaged in obtaining degrees, employment, servitude to disbelievers, business, and earning the world in every lawful and unlawful way, or remained involved in spiritual practices and chanting. They kept their children engaged in the same, and when the mention of jihad arose, they would make a few sarcastic remarks at those who set out in the way of Allah, and declare themselves as the greatest warriors engaged in jihad against the self, and those who sacrifice their lives as being engaged in the lesser jihad (which is a clear lie against the Prophet ﷺ). The reality of their so-called greater jihad and jihad against the self is evident from their preparation for jihad itself. Allah Almighty, due to their hypocrisy and bad deeds, does not like their setting out with the sincere mujahideen, and thus He deprived them of the tawfiq (divine enablement) to set out. Abu Hurairah (may Allah be pleased with him) narrates that the Messenger of Allah ﷺ said: "Whoever dies and has neither fought nor ever intended to fight in his heart, dies on a branch of hypocrisy." [ مسلم، الإمارۃ، باب ذم من مات ولم یغز… : ۱۹۱۰ ]
{فَثَبَّطَهُمْ: ’’ ثَبَّطَهُ تَثْبِيْطًا ‘‘} To hinder someone in his work, or to keep him from it in any way.
{ وَ قِيْلَ اقْعُدُوْا مَعَ الْقٰعِدِيْنَ:} This is meant to condemn them, that due to their hypocrisy, cowardice, and lack of resolve, they preferred to remain behind with women, children, the sick, and the elderly who were unable to participate in battle.

46. 1. This is being said about those hypocrites who lied to obtain permission, that if they had intended to go for jihad, they would certainly have made preparations for it.

46. 2. The meaning of "فثبطھم" is that they were prevented, staying behind was made preferable for them, so they became lazy and did not go out with the Muslims. The meaning is that Allah was aware of their mischiefs and conspiracies, therefore Allah’s decreed will was that they should not go. (2) This is either an expression of that divine will which was decreed, or it was said by the Messenger of Allah ﷺ as a form of displeasure and anger, that fine, you should join the ranks of women, children, the sick, and the elderly, and stay at home like them.

If they had truly intended to go forth [49], they would have made some preparation for it. But Allah disliked their departure, so He made them lag behind, and it was said, "Remain with those who stay behind."

The Standard of Truthfulness for the Hypocrites:

If they had fully prepared for jihad, and then some incident occurred that genuinely prevented them from going out for jihad, then in that case, their truthfulness could be trusted. But when they have no such concern at all, and their entire reliance is only on making excuses and pretexts, then how can they be considered truthful? And the reality is that Allah does not even like the participation of such people in jihad, as their presence poses more risk of harm than benefit to the Islamic army. Thus, it was destined for them to remain sitting at home with the women and children.
