إِنَّمَا يَسْتَـْٔذِنُكَ ٱلَّذِينَ لَا يُؤْمِنُونَ بِٱللَّهِ وَٱلْيَوْمِ ٱلْـَٔاخِرِ وَٱرْتَابَتْ قُلُوبُهُمْ فَهُمْ فِى رَيْبِهِمْ يَتَرَدَّدُونَ ﴿45﴾
It is only those who believe not in Allâh and the Last Day and whose hearts are in doubt that ask your leave (to be exempted from Jihâd). So in their doubts they waver.
إِنَّمَا innamā Only

يُؤْمِنُونَ yu'minūna believe
بِٱللَّهِ bil-lahi in Allah

قُلُوبُهُمْ qulūbuhum their hearts
فَهُمْ fahum so they

(Ayah45) { اِنَّمَا يَسْتَاْذِنُكَ الَّذِيْنَ لَا يُؤْمِنُوْنَ …:} Thus, the difference between the believers and the hypocrites is that when the call for jihad is made, the believers rise up without hesitation, but the hypocrites make excuses and become hesitant at every such occasion. Sometimes their hearts say, "Let's go! Perhaps the Prophet (peace be upon him) is indeed telling the truth," and sometimes they think, "No, these are all pretenses and words meant to frighten us. Life in this world is only for a few days, so let us spend our days in comfort."

45. 1. This is the statement about those hypocrites who fabricated false excuses and sought permission from the Messenger of Allah ﷺ to avoid participating in jihad. Regarding them, it has been said that they do not believe in Allah and the Last Day. This means that it is precisely this lack of faith that compelled them to avoid jihad. If faith had been firmly established in their hearts, they would neither have fled from jihad nor would doubts and suspicions have arisen in their hearts.
