لَا يَسْتَـْٔذِنُكَ ٱلَّذِينَ يُؤْمِنُونَ بِٱللَّهِ وَٱلْيَوْمِ ٱلْـَٔاخِرِ أَن يُجَـٰهِدُوا۟ بِأَمْوَٰلِهِمْ وَأَنفُسِهِمْ ۗ وَٱللَّهُ عَلِيمٌۢ بِٱلْمُتَّقِينَ ﴿44﴾
Those who believe in Allâh and the Last Day would not ask your leave to be exempted from fighting with their properties and their lives; and Allâh is the All-Knower of Al-Muttaqûn (the pious - See V.2:2).

وَٱلْيَوْمِ wal-yawmi and the Day

يُجَـٰهِدُوا۟ yujāhidū they strive
بِأَمْوَٰلِهِمْ bi-amwālihim with their wealth
وَأَنفُسِهِمْ ۗ wa-anfusihim and their lives
وَٱللَّهُ wal-lahu And Allah
عَلِيمٌۢ ʿalīmun (is) All-Knower
بِٱلْمُتَّقِينَ bil-mutaqīna of the righteous

(Ayah44) {لَا يَسْتَاْذِنُكَ الَّذِيْنَ يُؤْمِنُوْنَ بِاللّٰهِ … :} Because they themselves are eager to go out for jihad and are always waiting for the opportunity to be martyred in the way of Allah. The Messenger of Allah (peace and blessings be upon him) said: "Among the people, the best in their livelihood is the one who holds the reins of his horse in the way of Allah, flying on its back, whenever he hears a sound of fear or panic due to the arrival of the enemy, he rushes there, he seeks killing and death in those places where they can be found." Those who believe in Allah and the Last Day do not ask you for exemption [48] from striving with their wealth and their lives. And Allah knows well those who are mindful (of Him).

Belief in Allah and the Hereafter Means to Consider Allah’s Promises as True:

Here, believing in Allah refers to those promises that He has made to the Muslims regarding victory and help, and belief in the Hereafter also refers to the promises of being admitted to Paradise and being granted high ranks. In this sense, those who have faith in Allah and the Hereafter will immediately set out for jihad with their wealth and lives, and such people never even reach the point of seeking exemption. However, those hypocrites who do not believe that, according to Allah’s promise, Muslims will be granted victory, nor do they have complete faith in the promises of the Hereafter, are only busy weighing their worldly interests. Sometimes they think that perhaps going out for jihad will prove beneficial, and at other times they fear that it might turn out to be a loss and they might have to face death. They remain stuck in this state of indecision. In the end, the only solution that seems successful to them is to make excuses to you so that their lies and ill intentions remain hidden.
