إِنَّمَا ٱلنَّسِىٓءُ زِيَادَةٌ فِى ٱلْكُفْرِ ۖ يُضَلُّ بِهِ ٱلَّذِينَ كَفَرُوا۟ يُحِلُّونَهُۥ عَامًا وَيُحَرِّمُونَهُۥ عَامًا لِّيُوَاطِـُٔوا۟ عِدَّةَ مَا حَرَّمَ ٱللَّهُ فَيُحِلُّوا۟ مَا حَرَّمَ ٱللَّهُ ۚ زُيِّنَ لَهُمْ سُوٓءُ أَعْمَـٰلِهِمْ ۗ وَٱللَّهُ لَا يَهْدِى ٱلْقَوْمَ ٱلْكَـٰفِرِينَ ﴿37﴾
The postponing (of a Sacred Month) is indeed an addition to disbelief: thereby the disbelievers are led astray, for they make it lawful one year and forbid it another year in order to adjust the number of months forbidden by Allâh, and make such forbidden ones lawful. The evil of their deeds is made fair-seeming to them. And Allâh guides not the people who disbelieve.

(Ayah37) {اِنَّمَا النَّسِيْٓءُ زِيَادَةٌ فِي الْكُفْرِ …: ’’ النَّسِيْٓءُ ‘‘} is a verbal noun on the pattern of {’’ فَعِيْلٌ‘‘ }. The meaning of {’’نَسَأَ الشَّيْءَ‘‘} is "he postponed such-and-such thing." When camels are removed from a watering place, it is said: { ’’نَسَأْتُ الْاِبِلَ عَنِ الْحَوْضِ‘‘} "I have removed the camels from the watering place." The polytheists used to practice "Nasi’" in two ways: one is the one mentioned above in footnote (4), the other is that they were accustomed to fighting and looting, and it was difficult for them to refrain from this for three consecutive months. Therefore, they would declare a sacred month, such as Muharram, as permissible, and designate the following month, Safar, as sacred instead. For them, it was only necessary to complete four sacred months in total; as for their designation, they had taken that into their own hands. This is what Allah Almighty declared as an increase in disbelief, because declaring the unlawful as lawful and the lawful as unlawful is the prerogative of Allah Almighty. Then, the times of worship with Allah Almighty, which would change according to the lunar calendar and come in every season, they had shifted them from their original times; this too was disbelief upon disbelief. Then they were pleased with this action of theirs, and Satan made their evil deeds attractive to them. «وَ اللّٰهُ لَا يَهْدِي الْقَوْمَ الْكٰفِرِيْنَ » That is, now whoever insists on hiding the truth and denying it, why would Allah Almighty guide him to the straight path? The meaning of Kufr includes both hiding and denying.

37. 1. The meaning of نسییء is to postpone. Among the Arabs, fighting, quarreling, and looting during the sacred months was considered highly detestable. However, it was very difficult for them to abstain from killing and bloodshed for three consecutive months while observing the sanctity of these months. Therefore, they found a solution: whenever they wanted to commit bloodshed during a sacred month, they would do so and announce that another month would be considered sacred in its place. For example, by violating the sanctity of the month of Muharram, they would declare the month of Safar as the sacred month instead. Allah Almighty said regarding this that this is an increase in disbelief because the purpose of this substitution is nothing but fighting and the pursuit of worldly interests. And the Prophet ﷺ also announced its termination by saying that time has turned to its original state, meaning that from now on, the order of the months will remain as it has been since the beginning of creation.

37. 2. That is, by violating the sanctity of one month and declaring another month as sacred in its place, their purpose was that Allah Almighty has designated four months as sacred, so the count of sacred months should remain complete. In other words, in maintaining the count, they were in agreement with Allah, but they had no concern for Allah’s prohibition of fighting, quarreling, and looting. Rather, they made these substitutions only for their own oppressive actions.

37. Postponing the sacred months is but an increase in disbelief [39], by which the disbelievers are led further astray. They make it lawful one year and unlawful another year, in order to adjust the number of months made sacred by Allah, thus making lawful what Allah has forbidden. The evil of their deeds has been made attractive to them, and Allah does not guide the disbelieving people to the right path.

Why the Method of Leap Was Adopted and Losing One Hajj in 36 Years Through Leap:

Another method of adjusting the months had become prevalent among the polytheists of Arabia. That was, in every lunar year, they would count 10 extra days to make it correspond to the solar year. This was called Kabisa, Lawnd, or Leap, and another method of this Kabisa was that after every three lunar years, one extra month would be counted so that the lunar year would also remain in accordance with the solar year. The reason for this was that at the time of Hajj, the caretakers of the House of Allah and the custodians of other places of worship would receive offerings, which were usually in the form of grain, and the ripening of grain is related to the sun or the solar year. If they had remained on the lunar calendar, they would not have received their offerings on time. Merely for this worldly benefit, they adopted this method of Kabisa by imitating other nations. In this way, among other evils, a major evil was that in a period of 36 lunar years, there would be only 35 Hajj, and one Hajj would be lost. It is a coincidence that when the Prophet ﷺ performed Hajj in the 10th year (Hijri), the days of Hajj were according to the original lunar dates and lunar calendar. Thus, on this occasion, in his Farewell Sermon, the Prophet ﷺ declared this unlawful and reprehensible method of Kabisa null and void, and established the Shariah rulings on the lunar calendar.

As is made clear by the following hadith: It is narrated from Sayyiduna Abu Bakrah ؓ that the Messenger of Allah ﷺ said (in the Farewell Sermon): "Behold! Time has turned to its original form as it was the day Allah created the heavens and the earth. The year is twelve months, of which four are sacred. Three are consecutive: Dhu al-Qa'dah, Dhu al-Hijjah, and Muharram, and the fourth is Rajab, which comes between Jumada al-Akhirah and Sha'ban." [بخاري۔ كتاب التفسير۔ نيز كتاب المغازي۔ باب حجة الوداع]
