ثُمَّ لَا يَمُوتُ فِيهَا وَلَا يَحْيَىٰ ﴿13﴾
There he will neither die (to be in rest) nor live (a good living).

13. 1. In contrast, those people who remain in Hell temporarily only to bear the punishment for their sins, Allah will cause them to die in a certain way until they are burned in the fire and become like coal. Then, by the intercession of the Prophets and others, Allah will bring them out in groups. They will be dipped into a river of Paradise, and the people of Paradise will pour water over them, by which they will rise just as a seed sprouts from the debris carried by a flood. Then in it [9] he will neither die nor live.

[9] That is, in the Hereafter, he will not be able to die, and the life he will have will be worse than death because of the torment. Even he himself will prefer death over such a life, but there will be nothing called death there.
