فَعَّالٌ لِّمَا يُرِيدُ ﴿16﴾
(He is the) Doer of whatsoever He intends (or wills).

16. 1. That is, He does whatever He wills; there is no one who can avert His command and will, nor is there anyone to question Him. Someone asked Hazrat Abu Bakr during his final illness whether any physician had seen him. He replied, "Yes." He was asked, "What did he say?" He said, انی فعال لما ارید, "I do whatever I will; there is no one to interfere in My matter." (Ibn Kathir) The meaning was that the matter was no longer in the hands of the physicians; my final time has come, and now Allah alone is my physician, whose will no one has the power to avert.
