وَمَآ أُرْسِلُوا۟ عَلَيْهِمْ حَـٰفِظِينَ ﴿33﴾
But they (disbelievers, sinners) had not been sent as watchers over them (the believers).

(Ayah 33){ وَ مَاۤ اُرْسِلُوْا عَلَيْهِمْ حٰفِظِيْنَ:} This is a reference to the foolishness of those people that they should have been concerned about their own end; what right did they have to mock and ridicule the believers, and who had appointed them as their overseers?

33. Yet they were not sent as guardians over them. [19]

[19] That is, Allah has not sent them as overseers over the Muslims so that they should point out whatever faults they perceive in the Muslims. That is, O disbelievers of Makkah! If, according to your view, the Muslims have adopted a wrong path, even then they do not say anything to you. So has Allah made you their wardens, that if they do not bother or provoke you, you still have the right to trouble them, mock them, and make sarcastic remarks about them?
