وَإِذَا كَالُوهُمْ أَو وَّزَنُوهُمْ يُخْسِرُونَ ﴿3﴾
And when they have to give by measure or weight to (other) men, give less than due.

That is, keeping separate measures for taking and giving, and thus cheating by reducing in measurement and weight, is a very grave moral disease, the result of which is destruction in religion and the Hereafter. There is a hadith: Whenever a nation reduces in measurement and weight, famine, hard labor, and the oppression of rulers are imposed upon them.

3. But when they measure or weigh for others, they give less [3].

[3] That is, the fundamental reason for being involved in the crime of giving others less than their due or taking more than one's own right is that these people neither have faith in the Day of the Hereafter nor in being presented before Allah for accountability of their deeds. If they had faith in this reckoning, they would never commit such ill-intentioned and self-serving acts.
