كَلَّا لَمَّا يَقْضِ مَآ أَمَرَهُۥ ﴿23﴾
Nay, but (man) has not done what He commanded him.

(Ayah 23) {كَلَّا لَمَّا يَقْضِ مَاۤ اَمَرَهٗ : ’’ كَلَّا ‘‘} Never! Ibn Jarir (may Allah have mercy on him) said that this disbelieving human who thinks that he has fulfilled the right of Allah over his wealth and life, this is never correct. Rather, the reality is that no human has yet fulfilled even those obligations which Allah Almighty has commanded him; fulfilling the right is a matter far beyond that. {’’ لَمْ يَقْضِ ‘‘} He has not fulfilled. {’’ لَمَّا يَقْضِ ‘‘} He has not yet fulfilled. Mujahid (may Allah have mercy on him) said: {’’ لَا يَقْضِيْ أَحَدٌ مَا أُمِرَ بِهٖ ‘‘} [ بخاري، التفسیر، باب سورۃ عبس، بعد ح : ۴۹۳۶ ] "No person fulfills the task he has been commanded (there always remains some deficiency)."

23. No! He has not fulfilled [16] what He was commanded.

[16] He was commanded only this: that he should live as an obedient servant of Allah. This command was also placed within his nature, and then through the Prophets and the Books, Allah gave him this command as well. If he had reflected on his above-mentioned conditions, he would have found no option but to live as an obedient servant of Allah. But he did not fulfill these requirements at all. Some commentators have not considered this verse as a separate, independent verse, but have connected it with the previous verse. They have explained its meaning as: Allah will resurrect him whenever He wills, but this cannot be done yet, because the predetermined command regarding the population of this world and the completion of the universe He has not yet fulfilled.
