And fear the Fitnah (affliction and trial) which affects not in particular (only) those of you who do wrong (but it may afflict all the good and the bad people), and know that Allâh is Severe in punishment.

(Ayah 25) ➊ In {وَاتَّقُوْافِتْنَةًلَّاتُصِيْبَنَّالَّذِيْنَظَلَمُوْا … : ’’ فِتْنَةً ‘‘}, the tanween is for emphasis, therefore it has been translated as "a great trial." It is established from numerous authentic ahadith that when a community fails to fulfill the duty of enjoining good and forbidding evil, Allah sends a widespread punishment upon them. (Ibn Kathir) The Messenger of Allah, peace and blessings be upon him, said: "By the One in Whose hand is my soul! You will surely enjoin good and forbid evil, or else Allah will send His punishment upon you, then you will supplicate to Him but He will not accept your supplication." [ أحمد : 388/5، ۳۸۹، ح : ۲۳۳۰۱، عن حذیفۃ بن یمان رضی اللہ عنہ وحسنہ شعیب أرنؤوط ] The story of the people of the Sabbath, those who caught fish on Saturday, is an example of this. ➋ { وَاعْلَمُوْۤااَنَّاللّٰهَشَدِيْدُالْعِقَابِ:} The meaning is that by being lazy in carrying out the command, firstly the heart turns away and falls into difficulty again and again; secondly, when righteous people become negligent in their actions, the sinners will abandon good deeds altogether, thus the evil custom will spread, and its consequences will befall everyone.

25. 1. By this is meant either the dominance of people over one another, who, without distinction, oppress both the common and the elite, or those general punishments that come in the form of excessive rain, floods, or other terrestrial and celestial calamities, and both the righteous and the wicked are affected by them. Or, as mentioned in some ahadith, the warning of punishment due to abandoning enjoining good and forbidding evil is intended.

25. And beware of a trial which will not only afflict those among you who have done wrong [25]. And know that Allah is severe in punishment.
[25] It is Obligatory Upon Everyone to Prevent Evil:
In this verse, the importance of protecting oneself from the tribulation of collective life and the obligation of forbidding evil has been stated. Suppose that in a society, disobedience to the Messenger of Allah or some evil arises, and people do not take timely notice of it, as a result of which that evil spreads in the society. Then, the punishment from Allah that comes as a consequence of that evil will encompass everyone. It will no longer be possible for those who did not commit that evil act to be saved. Because the crime of those people is that when the evil arose or began to increase, they neglected to prevent it at that time. If they had stopped it, everyone could have been saved from the punishment.
