(Ayah 30) {وَمَاتَشَآءُوْنَاِلَّاۤاَنْيَّشَآءَاللّٰهُ … :} But your willing is subject to Allah’s willing; if He does not will, nothing can happen. Umar bin Abdul Aziz (may Allah have mercy on him) refuted the deniers of predestination with this very verse. A group of Khawarij came to him and, as evidence for denying predestination, recited this verse from the beginning of this Surah: « اِنَّاهَدَيْنٰهُالسَّبِيْلَاِمَّاشَاكِرًاوَّاِمَّاكَفُوْرًا »[ الدھر : ۳ ] “That is, We have shown man the way, now if he wants, he may become grateful, and if he wants, he may become ungrateful.” Umar bin Abdul Aziz (may Allah have mercy on him) said, keep reading, and when this verse came at the end, he said, indeed, man may choose whichever path he wants, but this choice too is subject to Allah’s will. No one can become righteous or wicked by overpowering Allah. {’’ اِنَّاللّٰهَكَانَعَلِيْمًاحَكِيْمًا ‘‘} That is, Allah’s will is not a blind will, rather He is All-Knowing and Wise, and His will is based on His knowledge and wisdom. He guides only those who, according to His knowledge and wisdom, are worthy of it.

30. 1. That is, none of you is capable of taking the path of guidance, or of bringing about any benefit for himself, unless Allah wills it; without His will, you cannot do anything. However, He certainly grants reward for a correct intention and resolve: "Actions depend upon intentions, and every person will have what he intended." Since He is All-Knowing and Wise, there is wisdom in all His actions; therefore, the decisions of guidance and misguidance do not occur without reason, but rather, the one who is given guidance is truly deserving of it, and the one who receives misguidance is in reality worthy of it.

30. But you cannot will except as Allah wills [33]. Surely, Allah is All-Knowing, All-Wise.
[33] That is, your will and your desire are only what Allah already knows beforehand. And Allah’s knowledge of this does not compel a person to do only what is already in Allah’s knowledge. For clarification, see the footnote number 21 of verse 24 of Surah Al-A'raf.
