Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.
(Ayah 56){ وَمَايَذْكُرُوْنَاِلَّاۤاَنْيَّشَآءَاللّٰهُ … :} That is, although a human being has the choice to adopt the path of righteousness or evil, yet this choice is also under the will of Allah Almighty. It is not that if he wants to obtain guidance but Allah does not will it, he will still obtain guidance, or if he wants to go astray but Allah does not will it, he will definitely remain astray. Then, when everything is in Allah’s hands, He alone is worthy that one should fear Him at all times, and it is His attribute that whoever fears Him and does not associate anyone with Him, He forgives him.

56. 1. That is, only the one whom Allah wills will obtain guidance and admonition from this Qur'an.
56. 2. That is, Allah alone is worthy to be feared, and He alone possesses the authority to forgive. Therefore, He alone deserves to be obeyed, and His disobedience should be avoided so that a person may become deserving of His forgiveness and mercy.

56. And they will not accept admonition unless Allah wills [26]. He alone is worthy to be feared, and He alone is worthy to forgive [27].
[26] But Allah grants guidance only to the one who himself seeks guidance. And those who themselves wish to remain far from guidance, Allah does not forcibly grant guidance to such people. [27] The best explanation of this part of the verse is clarified by the following hadith: Sayyiduna Anas bin Malik ؓ narrates: In the explanation of this verse, the Messenger of Allah ﷺ said that Allah, the Blessed and Exalted, says: "I am worthy that people should fear Me, and whoever fears Me and does not associate anyone with Me, then it is befitting for Me to forgive him."
