لَا تُبْقِى وَلَا تَذَرُ ﴿28﴾
It spares not (any sinner), nor does it leave (anything unburnt)!

(Ayah 28){ لَا تُبْقِيْ وَ لَا تَذَرُ: ’’ لَا تُبْقِيْ ‘‘ ’’أَبْقٰي يُبْقِيْ‘‘} (verbs) to keep remaining. {’’أَبْقٰي عَلَيْهِ ‘‘} to have mercy. That is, it will not leave anything of theirs unburned, nor will it leave them so that their story ends, rather, they will be made again as before and Hell will burn them again, as He said: « كُلَّمَا نَضِجَتْ جُلُوْدُهُمْ بَدَّلْنٰهُمْ جُلُوْدًا غَيْرَهَا لِيَذُوْقُوا الْعَذَابَ » [ النساء : ۵۶ ] "Whenever their skins are roasted through, We will replace them with other skins so they may taste the punishment." And He said: « ثُمَّ لَا يَمُوْتُ فِيْهَا وَ لَا يَحْيٰى» [ الأعلٰی : ۱۳ ] "Then he will neither die therein nor live." If after {’’ لَا تُبْقِيْ ‘‘} one considers {’’عَلَيْهِمْ‘‘} as implied, then the meaning will be "neither will it have mercy on them nor will it leave them." This meaning is also correct.

28. 1. It will leave neither flesh nor bone on their bodies, or it means it will neither leave the inhabitants of Hell alive nor dead.

28. It will neither spare [12] nor leave anything.

[12] That is, the fire of Hell will continuously burn the inhabitants of Hell, but no one will die from this punishment. Their skins will be burned and even decayed by the fire, but they will be provided with new skins so that they may remain in continuous and eternal torment.
