ٱلَّذِينَ هُمْ عَلَىٰ صَلَاتِهِمْ دَآئِمُونَ ﴿23﴾
Those who remain constant in their Salât (prayers);

The ones meant are the complete believers and the people of Tawheed; within them, the aforementioned moral weaknesses are not found, rather, on the contrary, they are embodiments of praiseworthy qualities. No occupation prevents them from prayer, and no worldly benefit makes them heedless of prayer.

23. Those who are constant in their prayers [15].

Two Meanings of ﴿دائمون﴾:

The very first and most important quality is that they perform prayer. They perform it on time. They perform it in congregation. They perform it properly, with humility and devotion. And they always perform it and do so regularly. In this verse, the word ﴿دَائِمُوْنَ﴾ is used. One meaning of continuity is permanence, and ﴿دام الشَيْيُ﴾ means for something to remain in the same state for a long time without change; this is the meaning adopted in the translation. Its second meaning is calmness and stillness, and ماء الدَّائِمِ means standing water in which there is no movement. In this sense, the meaning will be that these people perform their prayer with great calmness, stillness, peace of heart, and humility and devotion. They do not do as the hypocrites do, hastily pecking a few times and quickly finishing the prayer. Nor do they perform it in such a way that they do not bring the remembrance of Allah into their hearts and minds, but instead think about all sorts of other things during the prayer.
