نَزَّاعَةً لِّلشَّوَىٰ ﴿16﴾
Taking away (burning completely) the head skin!
نَزَّاعَةًۭ nazzāʿatan A remover
لِّلشَّوَىٰ lilshawā of the skin of the head

(Ayah 16) {نَزَّاعَةً لِّلشَّوٰى : ’’ نَزَّاعَةً ‘‘} is an intensive form, meaning one who strips off excessively. {’’الشَّوٰي‘‘ ’’شَوَاةٌ‘‘} is the plural of ’’شَوَاةٌ‘‘, referring to the skin of the head and face. The plural word is used because of its components. Included in the intensive meaning is that the flame will immediately burn and strip off the skin of the head and face, and also that the skin will keep being restored repeatedly, and the flame of the fire will keep burning it again and again; however, the heart will remain so that the pain of the punishment continues. 16. Which will strip off the skins [10].

[10] ﴿شويٰ﴾ means the sides of the body: hands, feet, and those limbs where a wound does not cause death. It is said ﴿رَمَاهَ فَاَشْوَاه﴾, meaning he shot him with an arrow and it struck his sides, i.e., not on a vital organ where a wound would cause death. That is, the fire of Hell will strip the skin from their bodies. The skins will rot away, the bodies will be left bare and skinless, but this fire will not be able to end the lives of the criminals.
