أَفَأَمِنُوا۟ مَكْرَ ٱللَّهِ ۚ فَلَا يَأْمَنُ مَكْرَ ٱللَّهِ إِلَّا ٱلْقَوْمُ ٱلْخَـٰسِرُونَ ﴿99﴾
Did they then feel secure against the Plan of Allâh? None feels secure from the Plan of Allâh except the people who are the losers.
أَفَأَمِنُوا۟ afa-aminū Then did they feel secure

(Ayah 99) {فَلَا يَاْمَنُ مَكْرَ اللّٰهِ …:} By Allah’s “makr” (secret plan) is meant such a secret scheme against a person that he remains completely unaware until it suddenly befalls him, and he has no idea that his doom is approaching. This secret plan is carried out in response to the deceit and trickery of the disbelievers or to punish them, and thus, by way of similarity, it is also called “makr.” See also Surah Al-Baqarah (15).

99. 1. In these verses, Allah Almighty first stated that faith and piety are such things that if the people of a town adopt them, then Allah Almighty opens for them the doors of blessings from the heavens and the earth, meaning He provides them with rain from the sky as needed, and the earth, being watered by it, produces abundant crops, resulting in prosperity and abundance becoming their destiny. But on the contrary, if they choose the path of denial and disbelief, then nations become deserving of Allah’s punishment, and then it is not known at which moment of day or night the punishment may come, turning thriving and joyful towns into ruins in an instant. 99. Are they then secure from Allah’s plan? But none feels secure from Allah’s plan [103] except the people who are losers.

[103] How can blameworthy attributes be ascribed to Allah? Here, the word "makr" (plotting) is used for Allah, and such words are commonly used in the Arabic language in the form of "mushakalah" (correspondence). For example, the reaction to evil that comes from Allah is also called "evil." Just as in ﴿جَزَاۗءُ سَيِّئَةٍۢ بِمِثْلِهَا﴾, the reaction or punishment from Allah for the plotting of the hypocrites and disbelievers is also called "makr" (plotting). In such instances, the only thing to understand is that when such words are ascribed to Allah, the targets of this action are only the disbelievers, polytheists, hypocrites, etc.
