"And sit not on every road, threatening, and hindering from the Path of Allâh those who believe in Him, and seeking to make it crooked. And remember when you were but few, and He multiplied you. And see what was the end of the Mufsidûn (mischief-makers, corrupters, liars).

(Ayah 86){ وَلَاتَقْعُدُوْابِكُلِّصِرَاطٍ ……:} These people set up checkpoints on the roads and forcibly collected taxes from people, sometimes intimidating and humiliating them, and taking away everything they had. If anyone seemed inclined to believe in Shu‘ayb (peace be upon him), they would try in every possible way to stop him, and by finding various faults and raising doubts about the commands of Islam, they would try to prove that this is not the right path but a wrong one. Just as even today, those so-called Muslim intellectuals, journalists, professors, and rulers who are overawed by the disbelievers, keep trying to prove the commands of Islam as barbaric. Shu‘ayb (peace be upon him) forbade them from these evils and reminded them of Allah’s favor, that He had multiplied their small population, and advised them to take a lesson from the evil end of the corrupters.

86. 1. Seeking crookedness in the path of Allah in order to hinder from the way of Allah. This has been the favorite pastime of the disobedient in every era, examples of which can be seen among the modernists and those influenced by Western culture nowadays. For instance, sitting to harass people, as is generally the habit of mischievous types of people. Or sitting on the roads leading to Prophet Shu‘ayb ﷺ and stopping those who walk on that path. Likewise, sitting at checkpoints for the purpose of looting so that they can seize the wealth of passersby, or according to some, sitting on their roads to collect taxes and tolls. Imam Shawkani states that all these meanings can be correct because it is possible that they did all of these things. (Fath al-Qadir)

[92] Types of Deceit and Plundering:
One meaning of this is that you should not sit on trade routes with the intention of plundering those caravans. This plundering also has several forms. One common form is like a bandit who snatches the goods of a weak person. Another is to make a deal for the goods before they reach the trade market, while the traveler is unaware of the market price; thus, deceitfully buying the goods cheaply from the traveler is also akin to plundering, and the Messenger of Allah ﷺ strictly forbade this. A third form is to blackmail those traders based on your political position. The second meaning is that those who want to believe in the Prophet should not be threatened or intimidated, nor should doubts and suspicions be created in their minds to make the straight path shown by the Prophet crooked, as the opponents of the Prophets have always done such acts and plotted such schemes in every era. Thus, the polytheists of Makkah also used all such tactics to block your way.
