وَٱلَّذِينَ يُمَسِّكُونَ بِٱلْكِتَـٰبِ وَأَقَامُوا۟ ٱلصَّلَوٰةَ إِنَّا لَا نُضِيعُ أَجْرَ ٱلْمُصْلِحِينَ ﴿170﴾
And as to those who hold fast to the Book (i.e. act on its teachings) and perform As-Salât (Iqâmat-as-Salât ), certainly We shall never waste the reward of those who do righteous deeds.
وَٱلَّذِينَ wa-alladhīna And those who
يُمَسِّكُونَ yumassikūna hold fast
بِٱلْكِتَـٰبِ bil-kitābi to the Book
وَأَقَامُوا۟ wa-aqāmū and establish
ٱلصَّلَوٰةَ l-ṣalata the prayer
إِنَّا innā indeed, We
لَا (will) not
نُضِيعُ nuḍīʿu [We] let go waste
أَجْرَ ajra (the) reward
ٱلْمُصْلِحِينَ l-muṣ'liḥīna (of) the reformers

By holding fast to the Book is meant acting upon it, and although prayer was included in this, it was mentioned specifically because it is the fundamental pillar of the religion. The Messenger of Allah (peace and blessings be upon him) said: [ إِنَّ بَيْنَ الرَّجُلِ وَ بَيْنَ الشِّرْكِ وَالْكُفْرِ تَرْكَ الصَّلَاةِ ] [ مسلم، الإیمان، باب بیان اطلاق اسم الکفر… : ۸۲، عن جابر رضی اللہ عنہ ] "Indeed, between a man and shirk and disbelief is the abandonment of prayer." 170. 1. Among those people who adopt the path of Taqwa, hold firmly to the Book—by which is meant the original Torah—and, acting upon it, come to believe in the Prophethood of Muhammad ﷺ, and are regular in prayer and other obligations, Allah will not let the reward of such reformers go to waste. In this, there is mention of the People of the Book (from the context, here specifically the Jews) who are attentive to Taqwa, adherence to the Book, and establishment of prayer, and for them is the glad tidings of the Hereafter. This means that they become Muslims and believe in the Prophethood of Muhammad ﷺ, because now, without faith in the Messenger of the Last Age, Muhammad Mustafa ﷺ, salvation in the Hereafter is not possible.

170. And those who hold fast to the Book of Allah and establish prayer [173], surely We do not let the reward of the righteous go to waste.

In Every Society, There Are Some Just People:

Allah Almighty has excluded from those disobedient people, whose characteristics have been described above, those who adhere to the religion with honesty and are steadfast in prayer. This shows that no matter how much corruption spreads in a society, there are always some people who fear Allah and take care of their religion. Allah will surely reward such people for their good deeds, because this is what His justice demands.
