وَمِن قَوْمِ مُوسَىٰٓ أُمَّةٌ يَهْدُونَ بِٱلْحَقِّ وَبِهِۦ يَعْدِلُونَ ﴿159﴾
And of the people of Mûsâ (Moses) there is a community who lead (the men) with truth and establish justice therewith (i.e. judge among men with truth and justice).
وَمِن wamin And among
قَوْمِ qawmi (the) people
مُوسَىٰٓ mūsā (of) Musa
أُمَّةٌۭ ummatun (is) a community
يَهْدُونَ yahdūna (which) guides
بِٱلْحَقِّ bil-ḥaqi with truth
وَبِهِۦ wabihi and by it
يَعْدِلُونَ yaʿdilūna establishes justice

159. And among the people of Moses is a group [161] who guide by the truth and act justly according to it.

In Every Society, There Are Also Some Just People:

It may also mean that during the Prophetic era ﷺ, there was a group of just people among the groups of the Jews. Although this group was small in number, there is no reason to restrict this verse only to the Prophetic era; rather, it is more appropriate that in the nation of Musa ؑ, until the time of the Prophet ﷺ, such a just group continued to exist, as the Messenger of Allah ﷺ said that although my Ummah will be divided into seventy-three sects, there will be one group among them that will remain steadfast on the truth until the Day of Judgment. And if, in connection with the context, it is said that when the Children of Israel were involved in the great shirk of calf-worship, even at that time there was a just group in the community that used to urge others to remain on guidance, then this is also appropriate.
