Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

(Ayah 39,38) {فَلَاۤ اُقْسِمُ بِمَا تُبْصِرُوْنَ … :} The disbelievers would sometimes call the Messenger of Allah (peace be upon him) a poet, sometimes a soothsayer, sometimes they would say that he has fabricated this speech himself and attributed it to Allah, sometimes they would say that another man has composed it for him, sometimes they would say these are confused dreams and imaginations, sometimes they would declare him insane. See Surah Al-Anbiya (5), As-Saffat (36), At-Tur (29), and Surah An-Nahl (103). Allah Almighty has given separate answers to all these statements, but in these verses, He has refuted all of them in one place with reasoning. Thus, He said: « فَلَاۤ اُقْسِمُ بِمَا تُبْصِرُوْنَ (38) وَ مَا لَا تُبْصِرُوْنَ » "No! I swear by what you see, and by what you do not see!" The meaning of {’’لاَ‘‘} before the oath is that what you are saying is not correct. The purpose of an oath is to emphasize a statement, and generally, an oath serves as evidence and witness for something. Here, what is sworn by includes the Creator and the creation, the past, present, and future, the earth and the heavens, and the world and the Hereafter—everything is encompassed. Among the oaths mentioned in the Quran, this is the most comprehensive oath, meaning: by everything you see and what you do not see, I swear by all of them.
