مَّنَّاعٍ لِّلْخَيْرِ مُعْتَدٍ أَثِيمٍ ﴿12﴾
Hinderer of the good, transgressor, sinful,
مَّنَّاعٍۢ mannāʿin A preventer

(Ayah 12){ مَنَّاعٍ لِّلْخَيْرِ مُعْتَدٍ اَثِيْمٍ:} There are two types of injustice: the first type is withholding someone’s due right that is obligatory upon a person, not fulfilling it; and the second type is committing excess against someone. In {’’ مَنَّاعٍ لِّلْخَيْرِ ‘‘}, the first type is found with emphasis, and in {’’ مُعْتَدٍ ‘‘}, the second type. The mention of {’’ اَثِيْمٍ ‘‘} is together with it in the same way as in {’’ وَ لَا تَعَاوَنُوْا عَلَى الْاِثْمِ وَ الْعُدْوَانِ ‘‘} (And do not help one another in sin and transgression) (see Ma’idah: 2).

[10] The meaning of "khair" is both wealth and every good deed. In the first sense, it means that he himself is stingy and miserly, and he teaches others the same lesson. According to the second meaning, it would mean that he himself refrains from every good deed and keeps others from doing good as well.
