أَلَا يَعْلَمُ مَنْ خَلَقَ وَهُوَ ٱللَّطِيفُ ٱلْخَبِيرُ ﴿14﴾
Should not He Who has created know? And He is the Most Kind and Courteous (to His slaves), All-Aware (of everything).

(Ayah 14){ اَلَا يَعْلَمُ مَنْ خَلَقَ … :} This is the proof of His being 'Alim (All-Knowing), that the One who is the Creator of the heart and the things hidden within the heart, is also the Creator of the tongue and the words uttered by it. Will He not know the secrets and statements created by Himself? In the meaning of {’’ اللَّطِيْفُ ‘‘}, along with knowing the minutest details, being extremely merciful is also included. 14. 1. That is, the Creator of the chests and hearts and the thoughts that arise within them is Allah Almighty alone, so can He remain unaware of His own creation?

Would He not know, Who created [16]? And He is the Subtle [17], the All-Aware of everything.

[16] This is a reality that the one who creates, makes, or brings something into existence is as acquainted with that thing as no one else can be. And it is also a fact that the Creator of man is Allah Almighty. Then how can He remain unaware or uninformed of man's actions and deeds, even of the intentions within his heart? Its other meaning could also be: Does Allah not even know what things He has created?

The Literal Meaning of ﴿لطيف﴾:

In the meaning of ﴿لَطِيْفٌ﴾ and ﴿لطف﴾, two things are fundamentally found: (1) subtlety of perception and (2) softness. And in the meaning of ﴿لطيف﴾, sometimes only one thing is found, i.e., subtlety of perception, meticulousness, or awareness of secrets and minute matters. And sometimes both things are found, i.e., having knowledge of the small difficulties of the creation and then, out of kindness, alleviating them.
