رَّسُولًا يَتْلُوا۟ عَلَيْكُمْ ءَايَـٰتِ ٱللَّهِ مُبَيِّنَـٰتٍ لِّيُخْرِجَ ٱلَّذِينَ ءَامَنُوا۟ وَعَمِلُوا۟ ٱلصَّـٰلِحَـٰتِ مِنَ ٱلظُّلُمَـٰتِ إِلَى ٱلنُّورِ ۚ وَمَن يُؤْمِنۢ بِٱللَّهِ وَيَعْمَلْ صَـٰلِحًا يُدْخِلْهُ جَنَّـٰتٍ تَجْرِى مِن تَحْتِهَا ٱلْأَنْهَـٰرُ خَـٰلِدِينَ فِيهَآ أَبَدًا ۖ قَدْ أَحْسَنَ ٱللَّهُ لَهُۥ رِزْقًا ﴿11﴾
(And has also sent to you) a Messenger (Muhammad صلى الله عليه وسلم), who recites to you the Verses of Allâh (the Qur’ân) containing clear explanations, that He may take out those who believe and do righteous good deeds, from the darkness (of polytheism and disbelief) to the light (of Islamic Monotheism). And whosoever believes in Allâh and performs righteous good deeds, He will admit him into Gardens under which rivers flow (Paradise) to dwell therein forever. Allâh has indeed granted for him an excellent provision.
رَّسُولًۭا rasūlan A Messenger
يَتْلُوا۟ yatlū reciting
عَلَيْكُمْ ʿalaykum to you
ءَايَـٰتِ āyāti (the) Verses
ٱللَّهِ l-lahi (of) Allah
مُبَيِّنَـٰتٍۢ mubayyinātin clear
لِّيُخْرِجَ liyukh'rija that he may bring out
ٱلَّذِينَ alladhīna those who
ءَامَنُوا۟ āmanū believe
وَعَمِلُوا۟ waʿamilū and do
ٱلصَّـٰلِحَـٰتِ l-ṣāliḥāti righteous deeds
مِنَ mina from
ٱلظُّلُمَـٰتِ l-ẓulumāti the darkness[es]
إِلَى ilā towards
ٱلنُّورِ ۚ l-nūri the light
وَمَن waman And whoever
يُؤْمِنۢ yu'min believes
بِٱللَّهِ bil-lahi in Allah
وَيَعْمَلْ wayaʿmal and does
صَـٰلِحًۭا ṣāliḥan righteous deeds
يُدْخِلْهُ yud'khil'hu He will admit him
جَنَّـٰتٍۢ jannātin (into) Gardens
تَجْرِى tajrī flow
مِن min from
تَحْتِهَا taḥtihā underneath it
ٱلْأَنْهَـٰرُ l-anhāru the rivers
خَـٰلِدِينَ khālidīna abiding
فِيهَآ fīhā therein
أَبَدًۭا ۖ abadan forever
قَدْ qad Indeed
أَحْسَنَ aḥsana Has been (granted) good
ٱللَّهُ l-lahu (by) Allah
لَهُۥ lahu for him
رِزْقًا riz'qan provision

(Ayah 11) ➊ {رَسُوْلًا يَّتْلُوْا عَلَيْكُمْ اٰيٰتِ اللّٰهِ مُبَيِّنٰتٍ:’’ رَسُوْلًا ‘‘} is an apposition to the {’’ ذِكْرًا ‘‘} mentioned in the previous verse, meaning that indeed Allah has sent down to you a great reminder, which is the Messenger, that is, the very existence of the Messenger (peace be upon him) is a source of admonition, for his speech, actions, state, and tacit approvals are all admonition. From this, it is also understood that in Surah Al-Hijr (9), where Allah Almighty said: « اِنَّا نَحْنُ نَزَّلْنَا الذِّكْرَ وَ اِنَّا لَهٗ لَحٰفِظُوْنَ » (Indeed, it is We who sent down the reminder, and indeed, We will be its guardian), in this, {’’ الذِّكْرَ ‘‘} refers not only to the Noble Qur’an but to all revelation sent down to the Messenger of Allah (peace be upon him). Allah Almighty has preserved the Noble Qur’an as well as the sayings, actions, states, and tacit approvals of the Messenger of Allah (peace be upon him).
{ لِيُخْرِجَ الَّذِيْنَ اٰمَنُوْا وَ عَمِلُوا الصّٰلِحٰتِ مِنَ الظُّلُمٰتِ اِلَى النُّوْرِ … :} For its explanation, see the commentary of Surah Al-Baqarah (257).

Tafsir Ahsan al-Bayan is a well-known Quran commentary by Hafiz Salahuddin Yusuf, a renowned Salafi (Ahl al-Hadith) scholar from Pakistan. 11. 1 The Messenger is in apposition to "reminder" (dhikr), as an exaggeration, the Messenger is described as "reminder," just as it is said, "He is the embodiment of justice." Or, by "reminder" is meant the Quran, and before "a Messenger" (رسولاً), "We sent" (أَرْسَلْنَا) is omitted, meaning: the reminder (Quran) was revealed and the Messenger was sent.

11. 2 This describes the Messenger's position and duty: that through the Quran, he brings people out from moral decline and from the darkness of polytheism and misguidance into the light of faith and righteous deeds. Here, the word 'Messenger' refers to The Messenger (Ar-Rasul), that is, Muhammad, the Messenger of Allah ﷺ.

11. 3 Righteous deeds include both fulfilling commands and obligations, and avoiding sins and prohibitions. The meaning is that only those believers will enter Paradise who did not merely profess faith with their tongues, but who, according to the requirements of faith, acted upon the obligations and avoided sins.

A Messenger [25] who recites to you the clear verses of Allah, so that He may bring those who believe and do righteous deeds out of darkness into light [26]. And whoever believes in Allah and does righteous deeds, Allah will admit him into gardens beneath which rivers flow, to abide therein forever. Allah has prepared an excellent provision for such a person.

[25] That is, not only was the Quran revealed, but also a Messenger, namely Muhammad, the Messenger of Allah ﷺ, was sent, who recites its clear verses and also teaches the way to act upon its commands and instructions.

The Merits of the Shari'ah Family Laws:

By darknesses are meant the darknesses of ignorance. And these darknesses are not just one, but countless. Whatever laws man makes to solve his problems, they are always deficient. Because his limited intellectual capacity is unable to encompass all aspects of society. That is why there is a constant need for amendment and abrogation in these laws. In contrast, by light is meant the light of the knowledge of revelation, which has always been one, is unalterable, un-abrogable, and protected from human interference. The full importance of this statement is understood at this point when we reflect upon the family laws of the ancient and modern world. From this comparative study, it becomes clear that despite repeated changes and ever-new legislation, no nation has ever been able to obtain such a reasonable, natural, and beneficial law for society as was given to us by this Book and its Messenger one and a half thousand years ago.
