قُلْ هُوَ ٱلْقَادِرُ عَلَىٰٓ أَن يَبْعَثَ عَلَيْكُمْ عَذَابًا مِّن فَوْقِكُمْ أَوْ مِن تَحْتِ أَرْجُلِكُمْ أَوْ يَلْبِسَكُمْ شِيَعًا وَيُذِيقَ بَعْضَكُم بَأْسَ بَعْضٍ ۗ ٱنظُرْ كَيْفَ نُصَرِّفُ ٱلْـَٔايَـٰتِ لَعَلَّهُمْ يَفْقَهُونَ ﴿65﴾
Say: "He has power to send torment on you from above or from under your feet, or to cover you with confusion in party strife, and make you to taste the violence of one another." See how variously We explain the Ayât (proofs, evidence, lessons, signs, revelations, etc.), so that they may understand.

(Ayah 65) {قُلْ هُوَ الْقَادِرُ …:} Punishment from above, such as excessive rain, storms, lightning from the sky, hail, and hurricanes, etc., or a tyrant ruler, or for a woman, a husband who oppresses her; and punishment from below, such as earthquakes, famine, being swallowed by the earth, or subordinates who are treacherous and dishonest, and for a man, an incompatible wife. {’’ اَوْ يَلْبِسَكُمْ شِيَعًا ‘‘} That is, by making them into different groups and causing them to fight each other; this conflict is also a dreadful punishment. It is narrated from Jabir (may Allah be pleased with him) that when this verse was revealed: "Say, He is able to send punishment upon you from above you," the Prophet (peace and blessings be upon him) prayed: "I seek refuge in Your Face." Then it was revealed: "or from beneath your feet," so the Messenger of Allah (peace and blessings be upon him) prayed: "I seek refuge in Your Face." Then it was revealed: "or to confuse you in sects and make you taste the violence of one another," so the Messenger of Allah (peace and blessings be upon him) said: "This is a lighter punishment than the other two." It is narrated from Sa'd bin Abi Waqqas (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said: "I asked my Lord for three supplications: (1) I asked Allah Almighty not to destroy my entire ummah by drowning, and Allah accepted my prayer. (2) I asked that Allah Almighty not afflict my entire ummah with famine, and Allah accepted this prayer as well. (3) I asked that my ummah not be divided and fall into discord, but Allah did not accept this prayer." [ مسلم، الفتن، باب ہلاک ہذہ الأمۃ بعضھم ببعض : ۲۸۹۰ ]

65. 1 That is, the sky, such as the abundance of rain, or wind, punishment through stones, or oppression and tyranny from the side of rulers and authorities. 65. 2 Such as being swallowed up, a stormy flood in which everything is drowned. Or it means punishment from subordinates, slaves, and servants, that they become dishonest and treacherous. 65. 3 یَلْبِسَکُمْ i.e., He confuses your affairs, making your matters mixed up or doubtful, due to which you are divided into groups and parties. ویذیق i.e., some of you kill others, so that every group tastes the pain of war from the other group, meaning that by killing one another, every group tastes the battle of the other. It is mentioned in a hadith that the Prophet ﷺ said: I made three supplications to Allah Almighty: 1. My Ummah should not be destroyed by drowning, 2. It should not be destroyed by widespread famine. Allah Almighty accepted the first two supplications, and I was prevented from the third supplication (Sahih Muslim, number 2216), meaning that it was in Allah Almighty’s knowledge that discord and division would occur in the Ummah of Muhammad, and the reason for this would be disobedience to Allah and turning away from the Quran and Hadith, as a result of which the Ummah of Muhammad would also not remain safe from this form of punishment. Thus, this is related to that Sunnah of Allah which has always been regarding the morals and character of nations, in which no change is possible. فلن تجد لسنت اللہ تبدیلا ولن تجد لسنت اللہ تحویلا (فاطر)

Types of Punishments:

In this verse, three types of punishments have been mentioned.
(1) Heavenly punishment, such as storms of wind and rain, thunder, lightning strikes, fierce winds, showers of stones, etc.
(2) Earthly punishment, such as floods from rivers, earthquakes, and being swallowed by the earth.
(3) Sectarianism, whether it is of a religious nature, political, or tribal. All three types of punishments have come upon previous nations. The third type of punishment existed even before the advent of the Prophet ﷺ. The wars of Fijar and Bu'ath—Harb Fijar in Makkah and Harb Bu'ath in Madinah—destroyed entire families. Hundreds of households were ruined, yet these tribal wars would not come to an end. The first two types of punishments would come when it was intended to completely annihilate a nation due to its rebellion. The Messenger of Allah ﷺ sought refuge from all these types of punishments and prayed that such punishments should not come upon his Ummah. Thus, his prayer was accepted regarding the first two types of punishments, but not regarding the third type; that is, the first two types of punishments will not come upon this Ummah for its complete annihilation, although they may come partially. As for the third type of punishment, it exists within this Ummah, which has shattered the unity of the Muslim nation and made the Muslims a subdued and overpowered people, and this too is a result of rebellion and disobedience to Allah’s commands.
